Item Description:
The Government of Bangladesh (GOB) has received financingfrom the World Bank toward the cost of the UrbanResilience Project-DNCC Part, and intends to apply part ofthe proceeds towardpayments under the contract for procurement of Specialized Search and RescueEquipment (Ambulance and Mortuary Van).
TheUrban ResilienceProject-DNCC Part, Dhaka North City Corporation nowinvites sealed bids from eligible biddersfor procurement of Specialized Search and Rescue Equipment (Ambulance andMortuary Van). The quantity of Ambulanceis 10 and Mortuary Van is 04 with customization and a number of Search andRescue equipment with it. The location of delivery of goods isDhaka,Bangladesh. The delivery period is six months from the date of contract.Qualifications requirements of the bidders include: (i) general experience ofmanufacturing/supplying of the proposed goods is at least five years;(ii)specific experience of supply similar type of goods (similar functional andtechnicalcharacteristics) of at least one contractvalue of US$1.50 million or equivalent between January 01, 2011 and bidsubmissiondeadline; (iii) minimum totalamount of available liquid asset and/or working capital and/or creditfacilityof US$1.50 million or equivalent. A margin of preference for certain goodsmanufactured domestically shall beapplied. More detail qualifications requirements are provided in the biddocuments.
Bidding will beconducted through the InternationalCompetitive Bidding (ICB) procedures as specified in the World Bank’sGuidelines: Procurement of Goods, Works andNon-Consulting Services under IBRD Loans and IDA Credits & Grantsby WorldBank Borrowers, January 2011 (“ProcurementGuidelines”), and is open to all eligiblebidders as defined in the Procurement Guidelines. In addition, pleaserefer toparagraphs 1.6 and 1.7 setting forth the World Bank’s policy on conflict ofinterest.

A Pre-Bid meeting will be held at 11.30 a.m. local time(GMT + 6 hrs.) on 19 December 2016 atthe Office of the address below.
A complete set of bidding documents in English may bepurchased by interested eligible bidders upon the submission of a writtenapplication to the address below and upon payment of a nonrefundable fee of BDT5000.00 (Five Thousand Bangladesh Taka)or US$ 65.00 (Sixty FiveUS Dollar).The method of paymentwill be cash or bank draft.
Bids must bedelivered to the address below on or before02.00 p.m. local time (GMT+ 6 hrs.),18 January 2017. Electronicbidding will not be permitted. Late bidswill be rejected. Bids will be publicly opened in the presence of thebidders’designated representatives and anyone who choose to attend at the address belowon 02.30 p.m. local time (GMT + 6 hrs.), 18 January 2017.
All bids must be accompanied by a Bid Security of in favor of the “Project Director, Urban ResilienceProject-DNCC Part” in theform of an unconditional andirrevocable Bank Guarantee/Bank Draft/Pay Order from a reputed bank. Theamount and currency of the bid security shall be US$ 43750.00 (Forty ThreeThousand Seven Hundred and Fifty US Dollar) or BDT 3.50 Million (Three and HalfMillion Bangladesh Taka).
