This Call for Tenders is in response to the General Procurement Notice for this project which was published on UNDB online and on the African Development Bank’s portal (www.afdb.org).
The Government of Cameroon was granted financing by the African Development Bank (AfDB) to cover the cost of the Transport Sector Support Programme – Phase III: Construction of the National Road No.11 – Ring Road, and plans to allocate part of the proceeds from this financing to settle the payment for the contract to construct the National Road No. 11 (N11) – Ring Road: Kumbo – Nkambe – Misaje section, in the North-West Region, Bui and Donga-Mantung Divisions.
The Minister of Public Works hereby invites the pre-selected qualified applicants to submit their bids in a sealed envelope for the execution of construction works of the National Road No.11 (N11) – Ring Road: Kumbo – Nkambe – Misaje section. This International Call for Tender s shall be conducted in accordance with the Bank’s Rules and Procedures for procurement of goods as well as the execution of Works. The works shall be tendered for in one lot and the execution time frame shall be thirty-six (36) months, including rainy seasons.
Interested eligible bidders can obtain additional information and consult the tender documents from 9 a.m. to 3 p.m., local time every working day in the following service of the Ministry of Public Works:
Department of Contracts, Tenders Unit, situated on the 2nd floor (Room 210) of the 3-story building hosting some services of the Ministry of Public Works, located in Yaoundé in the premises of the Regional Delegation of Public Works for the Centre. Tender Documents shall be obtained upon presentation of the receipt of payment into the Public Treasury of a non-refundable fee of one hundred and fifty thousand (150,000) CFA francs, representing the cost of the tender documents. The said receipt must identify the payer as the representative of a contractor or “joint venture” willing to participate in the Call for Tenders.
The provisions of the Instructions to Tenderers and the General Administrative Conditions shall be those of the African Development Bank’s Standard Tender Documents for Works Contracts, published in September 2010 and updated in December 2017.
A non-mandatory preparatory meeting will be held at the meeting room of the Regional Delegation of Public Works for the Centre in Yaoundé, Cameroon, on 19 NOV 2020 at 10:00 a.m. local time. The Project Owner shall organise a site visit on the Kumbo-Nkambe – Misaje road section on 25 NOV 2020 at 8 a.m. local time.
Drafted in French and in septuplicate (7), including one (1) original and six (6) copies labelled as such as well as two (2) electronic copies, each tender shall be submitted, against a receipt, in a sealed envelope to the Ministry of Public Works, Department of Contracts, especially at the Tenders Unit, situated on the 2nd floor (Room 210) of the 3-story building hosting some services of the Ministry of Public Works, located in Yaoundé in the premises of the Regional Delegation of Public Works for the
Centre. Tel.: 237 237 222 22 92 34, no later than 08 DEC 2020 at 10 a.m. prompt local time and it shall bear the following:
Tenderers shall provide a bid bond amounting to one billion two hundred and fifty million (1,250,000) francs CFA or its equivalent in a freely convertible currency.
Tenders shall be valid for one hundred and twenty (120) days, with effect from the tender submission deadline.
Tenders shall be opened on 08 DEC 2020 at 11 a.m. prompt (local time) in the presence of the representatives of bidders willing to attend the opening session, at the Joint Financing Road Project Unit of MINTP in Yaoundé – Cameroon.
