Item Description:
The European Commission, Directorate-General for Joint Research Centre, referred to below as the contracting authority, is planning to award the contract(s) resulting from the above procurement procedure. The procurement documents consist of the contract notice, the invitation letter, the draft contract(s) and tender specifications with their respective annexes. All documents are available in the attached ZIP File.
The Joint Research Centre (JRC) in Petten, located in Westerduinweg 3, NL-1755 LE Petten, NH and one building in Bergen (site Churchill laan 4, NL-1862 BZ Bergen, NH), is one of the scientific centres of the European Commission (EC) and consists of a multidisciplinary team of scientific, technical and support staff.
JRC Petten makes a scientific and technological contribution when a European perspective and independence from commercial and national interests are essential. JRC Petten provides its expertise to the different stages of the European energy, transport and climate policy-making process and cooperates with partners from the European Union (EU) Member States and beyond.
The JRC Petten carries out research (laboratory and desktop) in the areas of clean and sustainable energy. Typical activities include:
- Sustainable energy sources including solar energy, PV panels and biomass;
- Techno-economic energy evaluation and modelling;
- Bioenergy, including biofuels;
- Hydrogen and fuel cells;
- Clean fossil fuels, including CO2 — capture and transport;
- Energy efficiency;
- Safe energy supply and networks and the safety and reliability of energy infrastructures
Definition of the Needs
There are several buildings on the JRC Petten site of which the roofs and additionally in particular the below listed installations, must be maintained as described hereinafter.
The installations, systems and systems with services included in the scope of this tender are the following:
- Cleaning of the roofs from waste, shells, debris, dust, bird waste & nesting remains (par. 13.1 of the Technical Specifications)
- Rainwater collection and piping system (par. 13.2 of the Technical Specifications)
- Water proofing membranes and bitumen (par. 13.3 of the Technical Specifications)
- Skylights (par. 13.4 of the Technical Specifications)
- External access ladders (par. 13.5 of the Technical Specifications)
- Safe lines (anti fall arrest systems) (par. 13.6 of the Technical Specifications)
- Balustrades, safety rails (par. 13.7 of the Technical Specifications)
- Lightning protection system (par. 13.8 of the Technical Specifications)
Location of the Sites
The Petten site is located in the dune area along the North Sea coast. Salt, sand and wind have affect on the buildings. This should be taken into account during contract implementation.
The site is also a nature reserve. Small wild animals such as foxes, rabbits and birds live here under strict protection and conservation (Birds Directive, Nature Conservation Act, and Environment Act). The period from April to the end of August is considered the breeding season for seabirds based on the above mentioned Acts. During this period, the roofs are occupied by nesting birds and any roof activity that disrupts them is strictly prohibited. The autumn period has little influence on the condition of the roofs (few leaves, etc.).
The location of the building in Bergen (called Clubhouse) is approximately 25 kilometers away from Petten. The coast does not have an impact on this building, but the autumn period has a strong influence on it (enrichment of the leaves of surrounding trees). The clubhouse is adjacent to a local sport club with common entrance. The gateway of the area is always locked. There is no guard or staff present, unless an event is organized on the site. The keys to access the building located in Bergen are in the possession of the Infrastructure Group (hereinafter also referred to as ‘INFRa’). In case of any intervention, the keys first shall be collected in advance from INFRA in Petten and afterwards returned back after execution of the work. For the Clubhouse there are no restrictions related to the bird breeding season. Those related inspections and works could be executed any time of the year (in coordination / approval by INFRA), however, in case of certification it is to be ensured that this is performed before the date of the previous certification.
