Item Description:
The World Health Organization (WHO) was established in 1948 as a specialized agency of the United Nations. The objective of WHO (www.who.int) is the attainment by all peoples of the highest possible level of health. “Health”, as defined in the WHO Constitution, is a state of complete physical, mental and social well being and not merely the absence of disease or infirmity. WHO’s main function is to act as the directing and coordinating authority on international health work.
The WHO Secretariat consists of some 7,900 staff at the Organization’s headquarters in Geneva, in the six regional offices and in countries. The Secretariat is headed by the Director-General, who is appointed by the WHA on the nomination of the Executive Board. The head of each regional office is a Regional Director. Regional directors are appointed by the Executive Board in agreement with the relevant regional committee.
Purpose of the Request for Expressions of Interest (REOI)
In collaboration with the Pacific Climate Change and Environment (PCE) Unit at the WHO Division of Pacific Technical Support (DPS) office and in collaboration with Pacific member state’s Ministries/Departments of Health, the consultant will provide technical support in establishing the baseline on water, sanitation and hygiene (WASH) in Pacific Island Countries Healthcare facilities (HCF).
Planned timelines
- Start date: 29/01/2021
- End date: 29/04/2021
The consultant will be engaged for 2 phases of 20 working days in February and March of 2021. The details are as follows:
- The 1st phase (20 days duration) will focus on:
- Comprehensive review of various sources of WASH in Healthcare facilities data including the joint monitoring programme to establish the baseline.
- Begin with country consultation for the 21 Pacific Island Countries.
- The 2nd phase (20 days duration) will focus on:
- Continuation with country consultation for verification of data gathered in first phase and on obtaining updated data.
- Submission of consolidated report of the WASH Baseline in Healthcare facilities by April 2021.
METHOD(S) TO CARRY OUT THE ACTIVITY
Under the supervision of the PCE team coordinator based in WHO office, Suva, Fiji, the consultant will carry out the following activities:
- The consultant will conduct a comprehensive review of various sources of WASH in Healthcare facilities data including referencing the ‘WHO and UNICEF – Joint Monitoring Programme (JMP) to establish the baseline. The baseline collated will be aligned to the Sustainable Development Goal 6 and its Targets and Indicators.
- The consultant will undertake country consultation for the 21 Pacific Island Countries using virtual platform such as Zoom, Skype and Microsoft teams (which may include the use of survey monkey).
- The consultant prepares a consolidated report focused on the WASH in Healthcare facilities baseline as well as including recommendations on the next steps for addressing the gaps to accessing basic WASH in Healthcare facilities in the Pacific which is to be submitted to the PCE team of WHO DPS at the end of the engagement.

Phase 1:
- Output 1:Comprehensive desktop review
- Deliverable 1:Summary of sources of data reviewed and findings for 21 Pacific Island Countries
Phase 2:
- Output 2:Completed Country Consultation on WASH in Healthcare facilities for 21 Pacific Island Countries
- Deliverable 2:Summary of country consultation and findings for 21 Pacific Island Countries.
- Output 3:Final Consultancy Report
- Deliverable 3:Consolidated report focused on the WASH in Healthcare facilities baseline as well as including recommendations on the next steps for addressing the gaps to accessing basic WASH in Healthcare facilities in the Pacific.

QUALIFICATION AND EXPERIENCE
Education
Advanced degree in Environmental Health, public health, or health sciences
Experience
Required: At least five years of experience in Environmental Health in the area of Water, Sanitation and Hygiene (WASH).
Desired: Working experience in Pacific island countries.
Skills /Technical skills and knowledge:
Specific technical knowledge of Water, Sanitation and Hygiene and goals, targets and indicators on the 2030 Agenda. Demonstrated writing skills to prepare technical reports and has excellent communication skills.
Language:
Expert level of written and spoken English is required.

ADDITIONAL INFORMATION
Place of assignment
- The consultant will work remotely from his/her home, if they reside outside of Fiji.
Medical clearance
- The selected consultant will be expected to provide a medical certificate of fitness for work.
Travel
- This consultancy will be remotely undertaken therefore the selected consultant is not expected to travel due to travel restrictions due to the COVID -19 pandemic.
Payment Schedule
- Signing of contract – 0%
- Submission of workplan – 50%
- Submission of final Consultancy outcome report with all deliverables– 50%
