Item Description:

The European Investment Bank (EIB or the Bank) is the financing institution of the European Union (EU). Created by the Treaty of Rome, its shareholders are the Member States of the EU, and its Board of Governors is composed of the Finance Ministers of these States. The EIB enjoys its own legal personality and financial autonomy within the Community system.

The mission of the EIB is to contribute, by financing sound investment, to the policy objectives of the EU, as laid down in its statutes and in decisions of the European Council.

The EIB contributes towards the integration, balanced development and economic and social cohesion of the Members of the EU. To this end, it raises on the markets substantial volumes of funds that aim at financing capital projects according to the objectives of the EU with the most favourable financial terms. Outside the EU the EIB implements the financial components of agreements concluded under European development aid and cooperation policies.

Brief description of the required services

An increasing workload and a peaking demand for appraisal and monitoring of EIB investments in the education sector has necessitated additional capacity to support the Education and Public Research division, primarily, and other sectors that form part of the Innovation and Competiveness Department (INCO), such as Health and Digital Infrastructure.

The Education and Public Research division of the EIB has launched this framework to procure Consulting Services for support of the EIB during appraisal and/or implementation of the project to review the promoter’s procurement capacity or procurement procedures, which could refer to projects in other INCO sectors.

This tender is divided into the following lots:

1. Lot 1: Procurement Consultants – with English language
2. Lot 2: Procurement Consultants – with French language
3. Lot 3: Procurement Consultants – with Spanish language
4. Lot 4: Procurement Consultants – with Serbian and/or Croatian and/or Montenegrin language
5. Lot 5: Procurement Consultants – with Russian language
6. Lot 6: Procurement Consultants – with Portuguese language
7. Lot 7: Procurement Consultants – with Arabic language
