Item Description:
The European Agency for Safety and Health at Work (EU-OSHA) (referred to below as the contracting authority) is planning to award the contracts resulting from the above procurement procedure. The procurement documents consist of the contract notice, the invitation letter, the draft contract and tender specifications with their respective annexes. EU-OSHA is an agency of the European Union (EU) and is one of the decentralised Community bodies. Its central role is to contribute to the promotion of safer, healthier and more productive workplaces by developing, analysing and disseminating information on occupational safety and health (OSH).
As a tripartite organisation, EU-OSHA works closely with governments and employers’ and workers’ representatives to share good practice and to reach workers and workplaces across Europe.
EU-OSHA’s main safety and health information network is made up of focal points in each EU Member State and in candidate, potential candidate and European Economic Area (EEA) countries. A country’s focal point is normally the national OSH authority; the focal points represent EU-OSHA and support its activities, such as the Healthy Workplaces Campaigns (HWCs).
Located in Bilbao, Spain, EU-OSHA has a dedicated staff of safety and health and communication specialists and a network of partners in all Member States and beyond. As well as running Europe-wide information campaigns, EU-OSHA also publishes scientific research in print and online media.

Subject
The subject of this call for tender is the provision of communication and event services.
Lots
This call is divided into three lots:
Lot 1: Awareness-raising support to focal points and partners at national level
Lot 1 aims at selecting a company to provide high-quality professional services to EU-OSHA’s main partners at national level in EU, EEA and Candidate countries in the following areas of activity:
- organisation of seminars, workshops, film screenings and other events;
- organisation of media and public relations activities.
The tenderer is asked to support the organisation of the above activities via its own network of country-level partner companies and in close cooperation with EU-OSHA and its network of national stakeholders.
Lot 2: Communication, and media and stakeholder relationships at EU level
Lot 2 aims to select a company to provide high-quality professional services in the following areas of activity:
- communication and promotion (online newsroom and social media);
- implementation of media actions;
- support for stakeholder relations management, such as official campaign partners, media partners and other potential partners at the EU level.
Lot 3: Organisation of corporate events.
The overall aim of lot 3 is to select a company to assist EU-OSHA in organising physical, hybrid and online events (conferences, workshops, seminars, exhibitions, etc.) and facilitate the Agency’s participation in events led by other organisations. Services to be provided include designing and organising physical, hybrid and online events, and conceptualising and producing exhibition stands of various sizes and levels of professional quality (standard or top of the range, depending on the size and prestige of the event, the subject of the event and the location).
Tenders may be submitted for one, several or all lots. Each lot will be assessed independently of other lots. Tenders that cover only some of the requirements for one lot or are declared as being conditional on the award of any other lots are not permitted.
In order to ensure consistency with all EU-OSHA communication activities, the successful tenderer(s) will be requested — whenever necessary — to work together effectively with current and new contractors involved in the development of EU-OSHA activities.
