    Item Description:

    The African Development Bank Group (AfDB) or Banque Africaine de Développement (BAD) is a multilateral development finance institution. The AfDB was founded in 1964 and comprises three entities: The African Development Bank, the African Development Fund and the Nigeria Trust Fund. The AfDB’s mission is to fight poverty and improve living conditions on the continent through promoting the investment of public and private capital in projects and programs that are likely to contribute to the economic and social development of the region. The AfDB is a financial provider to African governments and private companies investing in the regional member countries (RMC).

    Request for Expressions of Interest

    The Government of the Republic of Uganda (GoU) has received financing from the AfDB towards the cost of the Kampala City Roads Rehabilitation Project and intends to apply part of the proceeds of this loan to make eligible payments under a contract for “Consultancy services for the establishment of a road safety unit at Kampala Capital City Authority (KCCA)”.

    The overall objective of the assignment is to prepare a comprehensive plan that when implemented, will lead to the formation of a self-sustaining road safety unit in the Directorate of Engineering and Technical Services at KCCA.

    The specific objectives of assignment are as follow:

    1. To help in establishing a road safety unit at KCCA.
    2. To undertake detailed assessment of the current and expected institutional organization of KCCA, and to identify a suitable organization structure.
    3. To define functions and responsibilities and personnel requirements for the Unit.
    4. To develop working guidelines and working procedures for the Unit.
    5. To identify key requirements needed for the road safety unit to assure a fully functional, effective, and sustainable discharging of road safety roles and responsibilities.
    6. To provide on-job training and support the start of the activities of the Unit.
    7. To provide road safety training to staff and management so as to sensitize them on road safety requirements and the need for a sustainable a road safety unit within KCCA.
    8. To create a road safety database for KCCA, containing at least three years of crash data for use of the unit in collision analysis and identification of priority areas.
    9. To review the recently completed Road Safety Strategic Plan for KCCA, and work with the unit to prioritize and implement the recommendations.
    10. To provide Technical Support for the new Road Safety unit for up to 6 months.

    Kampala Capital City Authority (KCCA), being an authorized agent of the Government of the Republic of Uganda now invites eligible consulting firms to indicate their interest in providing the above services. Interested consultants must provide information:

    a)  Describing assignments of similar nature and scope undertaken in road safety related studies, setting up of road safety database, training on road safety, road safety auditing and planning, development of road safety strategies, establishing and/ structuring of road safety units, etc., conducted in the last ten (10) years.

    b)  Describing experience in road safety implementation support in the developing countries preferably Sub-Saharan Africa region in at least five (5) projects.

    c)  indicating availability of appropriate skills/expertise among the consultant’s staff in the areas of road safety analysis and planning, blackspot identification and treatment, road safety auditing, business planning, institutional development, road safety data collection and analyses, etc. Individual experts’ biodata is not required at this stage.

    Consultants may constitute joint ventures to enhance their chances of qualification.

    Eligibility criteria, establishment of the short-list and the selection procedure shall be in accordance with the “Procurement Policy for Bank Funded Operations” approved” October 2015, which is available on the Bank’s website at http://www.afdb.org.

    Hard copies of the expressions of interest in triplicate must be delivered to the address below by Friday 26th November 2021 at 11:00 hours (Kampala local time) clearly

    marked with the title of the assignment, the procurement reference number and applicant firm’s name and address.
