Provision of Cleaning Services and Supplies

The European Insurance and Occupational Pensions Authority, referred to below as “EIOPA” or “contracting authority”, is planning to award the contract resulting from the above procurement procedure. The procurement documents consist of the contract notice, the invitation letter, the draft contract and the tender specifications with their respective annexes. The EIOPA seeks to conclude a framework contract with a reliable contractor for the provision of cleaning services and supplies at its premises in Frankfurt am Main, Germany. EIOPA is currently occupying 5 ½ floors (4,664 m2 ) of the Westhafen Tower, Westhafenplatz 1, 60327 Frankfurt am Main. The building is shared with other tenants.

The general objective is to maintain a professionally cleaned office environment and to provide hygiene supplies for ca. 220 EIOPA staff members and up to 500 external meeting participants and visitors per month. The cleaning services shall be performed under the responsibility and supervision of the contractor.

The scope of services includes:

• Daily routine cleaning of all offices, meeting rooms and common areas, including disinfection of commonly used surfaces, regular waste removal and occasional cleaning/decalcifying of kitchen appliances, in the early hours of every weekday (i.e. from Monday to Friday, between 3:00am and 7:30am);
• Scheduled in-depth cleaning of all rooms and all surfaces twice per year (i.e. washing of carpets, upholstery and other textiles, cleaning of windows, walls, pillars, furniture, appliances and other equipment) during one or several weekends or on EIOPA holidays;
• Additional cleaning and disinfection services on an ad-hoc basis(upon request from EIOPA, i.e. following meetings or events, after office removals, in case of viral infection or other unforeseen circumstances);
• Provision of the necessary equipment (i.e. cleaning carts, vacuum cleaners, mops, wiping cloths, etc.) as well as eco-friendly cleaning supplies, hygiene products and recyclable consumables (i.e. detergent, surface cleaner, soap, toilette paper, hand towels, kitchen paper, hygiene bags, dishwasher tabs, rinse agent, etc.);
• Provision of personal hygiene products for the use by EIOPA staff (i.e. hand sanitizer, disinfectant towels, screen wipes, tissues, etc.).
