Consultancy Services for Design Review and Supervision of the Civil Works Contract for the Rehabilitation and Upgrading of R1251 Road Section of 59 km between Mueda and Nambungale and construction of 5.4 km of the Mueda Town Bypass in Cabo Delgado Province

The African Development Bank Group (AfDB) or Banque Africaine de Développement (BAD) is a multilateral development finance institution. The AfDB was founded in 1964 and comprises three entities: The African Development Bank, the African Development Fund and the Nigeria Trust Fund. The AfDB’s mission is to fight poverty and improve living conditions on the continent through promoting the investment of public and private capital in projects and programs that are likely to contribute to the economic and social development of the region. The AfDB is a financial provider to African governments and private companies investing in the regional member countries (RMC).

The Republic of Mozambique intends to apply for financing from the AfDB toward the cost of the SADC Sub Regional Transport and Trade Facilitation Projectpart of Mtwara Development Corridor and intends to apply part of that amount to eligible payments under the contract for Consultancy Services for “Design Review and Supervision of the Civil Works Contract for the Rehabilitation and Upgrading of R1251 Road Section of 59 km between Mueda and Nambungale and construction of 5.4 km of the Mueda Town Bypass in Cabo Delgado Province” Disbursement, in respect of any contracts signed following this procurement process, will be subject to approval of the financing by the AfDB.

The services included under this Consultancy Services are:

• Design Review and Supervision Services for the Civil Works Contract execution;
• Concerning the Supervision Services the Consultant shall ascertain that the construction works are completed within the contract budget and timeframe to the specified quality, with minimum impact on road users, the surrounding community and the environment.

The duration of the Services will be 36 months.

The National Roads Administration (ANE, IP) now invites eligible consultants to indicate their interest in providing these services. Interested consultants must provide information indicating that they are qualified to perform the services (brochures, description of similar assignments, experience in similar conditions, availability of appropriate skills among staff, etc.). Consultants may constitute joint- ventures to enhance their chances of qualification.

Eligibility criteria, establishment of the short-list and the selection procedure shall be in accordance with the African Development Bank’s“ProcurementPolicy for Bank Group-Funded Operations” dated October 2015, which are available on the Bank’s website at http://www.afdb.org.
