Provision of a Talent Management System (TMS)

The United Nations Framework Convention on Climate Change (UNFCCC) secretariat is seeking a qualified vendor to manage a successful implementation of its talent management system in close collaboration with UNFCCC. To achieve this aim, the ideal contractor will be able to work with UNFCCC in a highly collaborative manner, with sensitivity to the political and multi-national culture of the organisation.

The following are some of the key organizational drivers for implementing the talent management system:

• Supporting a more strategic approach to learning and capacity development;
• Streamlining the delivery-related aspects of learning and capacity development;
• Broadening the scope of learning technologies and functionalities used, and encouraging a more systematic use of online learning packages, online collaboration, and virtual meeting/training facilitation;
• Systematic linkage with UNFCCC HR processes, data and information systems;
• Enabling staff and external users to proactively drive and manage their own learning;
• Supporting a more strategic approach to performance management and organizational development.
