Item Description:
The World Health Organization (WHO) was established in 1948 as a specialized agency of the United Nations. The objective of WHO (www.who.int) is the attainment by all peoples of the highest possible level of health. “Health”, as defined in the WHO Constitution, is a state of complete physical, mental and social well being and not merely the absence of disease or infirmity. WHO’s main function is to act as the directing and coordinating authority on international health work.
The WHO Secretariat consists of some 8,400 staff at the Organization’s headquarters in Geneva, in the six regional offices and in countries. The Secretariat is headed by the Director-General, who is appointed by the WHA on the nomination of the Executive Board. The head of each regional office is a Regional Director. Regional directors are appointed by the Executive Board in agreement with the relevant regional committee.

IMPORTANT NOTE: Interested vendors must respond to this Request for Proposals (RFP) using the WHO electronic tendering portal, via the UNGM portal. Objective of the RFP
The purpose of this Request for Proposals (RFP) is to enter into a contractual LongTerm Agreement (LTA) with a successful bidder and select a suitable Contractor to carry out the following work:
(i) To develop, manage and implement organization-wide, web-based workforce surveys.
The surveys might include topics and questions from the previous staff survey to allow for comparison of results, and to add new areas of focus for WHO (corporate values, workforce health and well-being, DEI, respectful workplace, prevention and response to abusive conduct, staff engagement, evaluation of new corporate tools, level of satisfaction with internal management services and/or shared-services etc.).
The selected contractor will be responsible to run the survey, collect and analyse the inputs and produce a report for WHO’s senior management and for distribution to the workforce at large.
(ii) Propose change management interventions and service/process improvement solutions based on the outcome of surveys and to promote cultural change in order to effectively implement the changes that the Organization needs to deliver on its mandate, strategy and priorities.
The selected contractor/s will work closely with and be answerable to the WHO Senior Management and HQ Business Operations/Human Resources and Talent Management department who will oversee the implementation of the workforce survey and preparation of reports.
WHO may during a certain period procure certain services from the selected providers at prices which will remain fixed for the duration of the LTA or framework/umbrella agreement (three years, renewable twice for an additional period of two year each, at WHO’s discretion and subject to satisfactory performance). Specific services will be provided under separate requests, issued by WHO on a case by case basis (each of which will reference the terms of the LTA or framework/umbrella agreement). The LTA or framework/umbrella agreement will not constitute an obligation on the part of WHO to request any services from the selected providers. Services will be requested on an as needed basis, as determined by WHO. There will be no guarantee of any minimum volume of services and WHO retains the right to enter into multiple LTA’s or framework/umbrella agreements, and/or to engage similar services from other sources.
WHO is an Organization that is dependent on the budgetary and extra-budgetary contributions it receives for the implementation of its activities. Bidders are, therefore, requested to propose the best and most cost-effective solution to meet WHO requirements, while ensuring a high level of service.
