Item Description:
The Request for Expression of Interest follows the General Procurement Notice (GPN) published in UN Development Business online and the Website of the African Development Bank on 17th October, 2022 and UNRA Website on 19th October, 2022 respectively.
The Government of Uganda has received a loan from the African Development Bank towards the cost of the construction of Namagumba-Budadiri-Nalugugu Road Upgrading Project (39 Km) and intends to apply part of the agreed loan proceeds to payments under the contract for Consultancy Services for the Design Review and Construction Supervision of Namagumba-Budadiri-Nalugugu Road Upgrading Project (39 Km).
The Namagumba-Budadiri-Nalugugu road is part of the National Road network that stretches about 30 Km from Namagumba a junction about 5 Km along Mbale-Namunsi trading centre. It is also part of the link that connects Sironko, Kapochorwa and Mbale towns to the people living at the slopes of mountain Elgon.
The Services consist of Design Review and Construction Supervision of the Namagumba- Budadiri-Nalugugu Road Upgrading Project to enable efficient and proper implementation of the project. The Consulting services (“the Services”) shall include but not limited to the following:
- Provision of the required pre-construction services aimed at ensuring a smooth project start, implementation and delivery in the context of the selected Contractors, by minimizing project risk. This shall include Design Review, review of Contractor’s proposed methodology and where necessary reinstatement of survey controls and undertaking incidental designs etc;
- Facilitation of Implementation of Environmental Management Plan (EMP), Environmental Monitoring Plan (EMoP) and Resettlement Action Plan (RAP);
- Detailed Design of 2 No. Road links of Mt. Elgon National Park (3 Km) and Budadiri- Bugitimwa (5 Km).
- Technology Transfer.
The duration of Design Review and Construction Supervision is 54 months comprising 6 months Design Review, 36 months Construction Supervision and a 12-months Defects Notification Period.
The Uganda National Roads Authority (UNRA) now invites eligible Consultants to indicate their interest in providing these services. Interested Consultants must provide information indicating that they are qualified to perform the services (brochures, description of similar assignments, experience in similar conditions, and availability of appropriate skills among staff, etc.). Consultants may constitute Joint Ventures to enhance their chances of qualification.
This assignment is restricted to the Member Countries of the African Development Bank. Eligibility criteria, establishment of the short-list and the selection procedure shall be in accordance with the African Development Bank’s Procurement Framework, October 2015 which is available on the Bank’s website at http://www.afdb.org. Interested Consultants may obtain further information at the address below during office hours between 0900hours and 1700hours on working days.

Expressions of Interest in English in one original and two copies must be delivered to the address below in person on or before 23rd December, 2022 at 11:00 a.m. with the envelope or packaging clearly marked “Expression of Interest for “Consultancy Services for Design Review and Construction Supervision of Namagumba-Budadiri- Nalugugu Road Upgrading Project (39 Km)”.
