    Item Description:

    The United Nations intends to seek offers for air transportation services to undertake strategic movement of all its Military/Police and civilian personnel, approximately 80,000 – 100,000 (two-way movement) Peacekeepers per year with their baggage entitlement, between Troop/Police Contributing Countries and United Nations Peacekeeping Missions, expected to replace the current contracts during the second and third quarters of 2023. The full details of the requirements will be provided in the solicitation documents.

    Description of Requirement:

    The United Nations is seeking several Aircraft types that may operate in three main regions: East Asia, Africa, and the Middle East. It is expected that the UN will utilize at least one dedicated Aircraft with a backup Aircraft that, when needed, will be flown simultaneously. The UN is also seeking multiple Aircraft types that will not be dedicated to the UN to conduct troop rotations in specific routes where the dedicated Aircraft cannot operate. Sufficient lead notice shall be provided to the operator to ensure timely provision of the non-dedicated aircraft.

    Vendors will be able to propose multiple Aircraft types for the complete solution satisfying all required troop rotations in all regions or vendors may choose to provide partial solutions, which will allow for split awards. Vendors will be allowed to partner with other Air Operators to provide for a complete solution.

    For the dedicated aircraft, the operator may decide on the Main Operations Base (MOB) for the proposed aircraft, but it is anticipated that rotations will be back to back to minimize positioning costs to the MOB. The operator/s should, on notice, be able to fly in/out of the following Missions, to:

    1. United Nations Organization Stabilization Mission in the Democratic Republic of the Congo- MONUSCO
    2. United Nations Interim Security Force for Abyei, Sudan/South Sudan – UNISFA
    3. United Nations Mission in the Republic of South Sudan – UNMISS
    4. United Nations Support Mission in Libya – UNSMIL
    5. Multidimensional Integrated Stabilization Mission in Mali – MINUSMA
    6. United Nations Multidimensional Integrated Stabilization Mission in the Central African Republic – MINUSCA
    7. United Nations Peacekeeping Force in Cyprus – UNFICYP
    8. United Nations Interim Force in Lebanon – UNIFIL
    9. United Nations Assistance Mission in Somalia – UNSOM
    10. United Nations Assistance Mission for Iraq – UNAMI

    All aircraft must meet the requirements and be equipped as follows:

    1. Multi Engine Turbine using jet A-1 fuel.
    2. The dedicated aircraft and its back up shall be required to transport not more than 300 passengers at any given time. The baggage entitlement is 100 kgs per passenger which includes 92 kgs of checked-in and 8 kgs of carry-on baggage. Average adult passenger weight of 80 kgs must be assumed. The cargo hold volume must be capable of accommodating 0.5 m3 per passenger’s checked-in luggage.
    3. The non-dedicated aircraft shall be required to transport between 40 to 140 passengers at any given time. The baggage entitlement is 100 kgs per passenger which includes 92 kgs of checked-in and 8 kgs of carry-on baggage. Average adult passenger weight of 80 kgs must be assumed. The cargo hold volume must be capable of accommodating 0.5 m3 per passenger’s checked-in luggage.
    4. Global satellite tracking system approved for aeronautical use.
    5. RVSM certified and capable of flying above FL 290. (for other than Turboprop aircraft if proposed)
    6. Full economy seating configuration.
    7. Aircraft that are older than 20 years must comply with the manufacturer’s approved ageing aircraft programme.
    8. No limitations/restrictions on operations of the aircraft worldwide.

    It is expected that the dedicated aircraft will be utilized to a minimum of 1500 – 2000 flight hours per year. The non-dedicated aircraft are expected to be utilized a minimum of 800 flight hours per year.

    The Request for Proposal will require the Operators to provide an all-inclusive cost per flight hour for the type of aircraft proposed. Operators will also be required to provide the expected fuel consumption rate for the aircraft proposed. The reimbursement level for fuel will be up to the consumption rate declared in the proposal. This factor shall be used to determine the aircraft efficiency.

    The Operator requires to have at least three aircraft equivalent for the proposed aircraft type as part of the Operator’s fleet.

    It is expected that the term of contract will be for several years, between 2-5 including extensions at the sole discretion of the UN.

    SPECIFIC REQUIREMENTS / INFORMATION (IF ANY)

    Participation Requirement for non-registered vendors:
    In the event that a solicitation is issued for this requirement, companies that are not yet fully registered as Air Operators with the UN Secretariat must provide the following, for eligibility consideration to participate in the solicitation:

    ii. Submit a copy of a valid Air Operator Certificate (including Operations Specifications) by email attached to this EOI Response.
    iii. Submit Level 2 registration application in UNGM and all documents required to register as an Air Operator to the UN Procurement Division prior to contract award.
