    Item Description:

    On 7 September 2018, State Management Company of public transport and auto roads of East Kazakhstan oblast has announced a project preparation for implementation and maintenance of an automated control and fare payment system, including design of a dispatching system for public transport sector  (the “Project”) in the city of Oskemen (the “City”). The Project will be structured as public-private partnership (“PPP”). The akimat of the East Kazakhstan Oblast invites all potential private partners to express their interest by submitting design and technical considerations as well as alternative possible solutions of the Project.

    The Project perimeter will include purchase and implementation of the equipment and software at investment stage as well as a maintenance and management at operation stage (10 years).

    The Akimat will provide 30 per cent capital grant (as CAPEX co-financing). Payment mechanism at operation stage will be based on the article 9 of the PPP Law of the Republic of Kazakhstan.

    Location of the PPP facilities: the city of Oskemen, East Kazakhstan oblast, the Republic of Kazakhstan.

    Private partner’s responsibilities:

    Stage 1 (investment stage) – design, financing (both debt and equity excluding capital grant amount), delivery and installation of equipment, design and installation of software, installation supervision, automatisation and launching of the system;

    Stage 2 (operation stage) – operation of PPP facilities, warranty and post-warranty service provision, improvement of the City’s ticketing system efficiency by increasing transparency of fare collection and by reducing commercial losses, improvement of the attractiveness of the City’s public transport system  by providing high-quality public services.

    Duration off the PPP contract: up to 11 years.

    5 October 2018 is the deadline for EoI submission. EoI should include the proposed project description and proposed technical solutions.
