Item Description:
The European Medicines Agency (referred to below as ‘EMA’ or ‘the Agency’) is planning to award the contract(s) resulting from the above procurement procedure. The procurement documents consist of the contract notice in the Official Journal of the European Union, the invitation letter, the tender specifications and their annexes including the draft contract. All documents are available in the attached ZIP File.
Purpose and main requirements of the future framework contract
The EMA issues this tender for the Provision of external services for software development, implementation and maintenance for all current and future IT capabilities to enable the long-term strategic portfolio roadmap of the Agency.
The main needs of the Agile Capability Delivery Contract are:
- Implementation of the agile way of working (based on SAFe framework) through flexible, scalable, capacity-based IT sourcing contract portfolio. Future Contractors will work in agile teams, attend joint agile ceremonies, and must be capable of scaling up and down their agile teams based on business need;
- Drive simplification and standardisation of delivery based on 8 strategic capabilities, which are technology agnostic and organised in a layered architecture with a single point of entry for external stakeholders and partners;
- Support the establishment of strategic partnerships with the future Contractors, maximising value to the Agency and its Network through collaboration across mixed EMA/Contractor delivery teams and a joint continuous improvement mindset.
