Conducting an Environmental and Social Impact Assessment (ESIA) and Develop the of Environmental and Social Management Plan (ESMP), for Katima Mulilo- Kongola Phase 3: Rural Water Supply Schemes

The Government of the Republic of Namibia (GRN) has received financing from the African Development Bank (AfDB) toward the cost of the Namibia Water Sector Support Program. It intends to apply part of the agreed amount for this loan/grant to payments under the contract to provide consultancy services for conducting an Environmental and Social Impact Assessment (ESIA) and develop the Environmental and Social Management Plan (ESMP), for Katima Mulilo- Kongola Water Supply Scheme Phase 3 Rural Water Supply Schemes.

The Objective of the Assignment

To support the program with conducting an Environmental and Social Impact Assessment (ESIA) and develop the Environmental and Social Management Plan (ESMP), for Katima/Kongola Phase 3 Rural Water Supply Project. The assessment study will be conducted in compliance with the Environmental Management Act No 7 of 2007 and conform to international standards, particularly that of the African Development Bank. The consultant will also undertake all steps necessary to support the Ministry of Agriculture, Water and Land Reform (MAWLR) to register and apply for an Environmental Clearance Certificate. The study report will enable the development of measures to ensure the socio- environmental sustainability of the project components are addressed and to avoid, minimize and mitigate the anticipated negative impacts and maximise the positive downstream environmental and social impacts. The Ministry of Agriculture, Water and Land Reform (MAWLR) now invites eligible firms to indicate their interest in providing the services. In submitting the Expression of Interest, consultants should provide information demonstrating that they have the required and relevant experience to perform the services. Interested consultants should provide: cover letters, curriculum-vitae, copies of academic and professional qualifications, description/evidence of similar assignments completed by consultants, experience in similar geographical areas, and availability of appropriate skills indicating that they are qualified to perform the service. Consultants may constitute joint ventures to enhance their chances of meeting the qualification requirements.

Eligibility criteria, the establishment of the short-list, and the selection procedure shall follow the African Development Bank’s “Rules and Procedures for the use of Consultants”, October 2015 edition, which is available on the Bank’s website at http://www.afdb.org. In accordance with the Bank Procurement Selection Method for selection of firms will be used for this consultancy service.
