Construction and Commissioning of Khavirga Border Crossing Point Facilities and Infrastructure

Item Description:

The Asian Development Bank (ADB) was conceived in the early 1960s as a financial institution that would be Asian in character and foster economic growth and cooperation in one of the poorest regions in the world.

ADB assists its members, and partners, by providing loans, technical assistance, grants, and equity investments to promote social and economic development.

The Ministry of Finance (“the Employer”) invites sealed bids from eligible Bidders for the construction and completion of CW-01: Construction and Commissioning of Khavirga Border Crossing Point Facilities and Infrastructure, with the main scope consisting of following:

I. VOLUME 1 – DESIGN & CONSTRUCTION WORKS

• Customs laboratory
• Customs warehouse
• External telecommunication, fiber optic cable system, Border Crossing Point security system network
• One health laboratory
• Wind barrier fence
• Flood protection channel
• Landfill facility
• Solar PV system

II. VOLUME 2 – DESIGN UPDATING & CONSTRUCTION WORKS

• External heating network
• One-stop inspection canopy – 2 sets
• Secondary inspection canopy – 2 sets
• Secondary inspection platform – 2 sets
• External water supply & sewerage network
• Weighbridge 200ton – 2 sets
• External power supply
• Radiation monitoring equipment – 2 sets
• Smart gate system – 20 sets
• Greenery, Landscaping & Fence
• Road works

III. VOLUME 3 – CONSTRUCTION WORKS

• Demolition work
• Cargo terminal building and staff office /Renovation of Existing Passenger Terminal/
• Passenger terminal building
• Ceremonial monument
• One-stop inspection booth-4pcs, concrete foundation-4pcs
• Public toilet
• Electrical substation building
• Cargo vehicle x-ray-2 sets (civil and utility works are included for 1 set including delivery of x-ray machine, only utility works are included for another set)
• Primary checkpoint building – 2 sets
• Perishable goods inspection building
• Fenced storage
• Detector dog facility
• Wastewater pump station /5 unit/
• Vehicle disinfection facility
• Border troop barrack
• Solid waste sorting area
• Wastewater treatment plant
• Staff apartment building B block
• Staff apartment G-1 block
• Staff apartment building G block
• Boiler house
• Coal and ash storage
• Temporary Border Crossing Point (access facilities, portable housing units, and landscaping / site improvement works)

IV. EQUIPMENT

• Equipment for Customs control and inspection under Bill no. C: Truck X-ray equipment; X-ray for luggage of passengers; Passenger search station (excludes equipment such as smart gate, radiation portal monitor that are included in the Bill no. A)

Open Competitive Bidding (international advertisement) will be conducted in accordance with ADB’s Single-Stage: Two-Envelope procedure and is open to all Bidders from eligible countries as described in the Bidding Document.
