Item Description:
This Invitation for Prequalification (IFP) follows the General Procurement Notice (GPN) for this Project that appeared on the African Development Bank’s Internet Website (www.afdb.org).
The Government of Angola has received a loan from the African Development Bank (ADB) toward the cost of the Energy Sector Efficiency and Expansion Program, and it intends to apply part of the proceeds of this loan to payments under the contract for construction of approximately 400 km Transmission Line and a new 400/220/60 kV- 2 x 450 MVA substation at Lubango and the upgrading of an existential substation in Huambo and installation of control centre SCADA system.
The 400 kV transmission line will be divided into three individual engineering, procurement and construction (EPC) lots, representing the three sections of the line, plus one lot for the construction of associated substation.
Details of the four (4) lots are as follows:
- Lot 1: Construction of the 400/220/60 kV Lubango substation, and the extension of the 400 kV Huambo substation and installation of new SCADA system;
- Lot 2: Construction of the approximately 130 km, 400 kV transmission line from the Huambo substation to tower number 282;
- Lot 3: Construction of an approximately 110 km, 400 kV transmission line from strain tower number 282 to strain tower number 562;
- Lot 4: Construction of an approximately120 km, 400 kV transmission line from tower number 562 to the Lubango substation.
The REDE NACIONAL DE TRANSPORTE DE ELECTRICIDADE (RNT) intends to prequalify contractors for the said above project with 4 lots. It is expected that Invitation for Bid (IFB) will be made around June 2021.
Prequalification will be conducted through prequalification procedures specified in the Bank’s Procurement Framework for Bank Group Funded Operations”, dated October 2015, and is open to all bidders from eligible source countries, as defined in the Procurement Framework.
Interested eligible applicants may obtain further information from and inspect the Prequalification Document at the Rede Nacional de Transporte de Electricidade (address below) from 8:00 am to 4:00 pm (local time). A complete set of the Prequalification Document in English may be obtained by interested applicants through the submission of a written application to the address below.The document will be sent by E-mail to interested applicants.
Applications for Prequalification should be submitted in sealed envelopes, delivered to the address below by 10th August 2020, and be clearly marked “Application to Prequalify for CONSTRUCTION OF 400kV HUAMBO-LUBANGO TRANSMISSION LINE AND ASSOCIATED SUBSTATIONS.”
