Construction of Civil Works Structures: Viaducts, Steel Bridge, Underground Station and Depot

The Asian Development Bank (ADB) was conceived in the early 1960s as a financial institution that would be Asian in character and foster economic growth and cooperation in one of the poorest regions in the world.

ADB assists its members, and partners, by providing loans, technical assistance, grants, and equity investments to promote social and economic development.

The Government of the Republic of the Philippines has applied for financing from the Asian Development Bank (ADB) toward the cost of the Malolos-Clark Railway Project. Part of this financing will be used for payments under the Contracts named above. Bidding is open to Bidders from eligible source countries of ADB.

The Department of Transportation (the Employer) through Procurement Service, Department of Budget and Management (the “Procurement Agent”), invites sealed bids from eligible Bidders for the construction and completion of the Works as broadly described below:

Package CP N-04: Building and Civil Engineering Works for Approximately 6.5 Kms of Railway Track and 1.1 Km of Depot Access Track Structures including Underground Station at Clark International Airport

Package CP N-05: Building and Civil Engineering Works for Depot Buildings including Related Infrastructure and Track Work Sub-Ballast

Bidders may bid for a single package only, or for both packages.

Pursuant to ITB 35.4, the Employer shall evaluate and compare bids on the basis of a single package, or for these two packages in order to arrive at the least-cost combination for the Employer, by taking into account discounts offered by Bidders in case of award of multiple contracts.

Discounts for multiple contracts, however, may only be offered by Bidders in the case of two packages CP N-04 and CP N-05 being combined.

In accordance with ITB 14.6 and ITB 14.4, any discount offered by Bidders in the above case and the methodology for its application, shall be stated in the Letter of Bid.

Open Competitive Bidding – International will be conducted in accordance with ADB’s Single-Stage: One-Envelope procedure and is open to all Bidders from eligible source countries as described in the Bidding Document.
