Construction of Kamuli Water Supply and Sanitation System

The African Development Bank Group (AfDB) or Banque Africaine de Développement (BAD) is a multilateral development finance institution. The AfDB was founded in 1964 and comprises three entities: The African Development Bank, the African Development Fund and the Nigeria Trust Fund. The AfDB’s mission is to fight poverty and improve living conditions on the continent through promoting the investment of public and private capital in projects and programs that are likely to contribute to the economic and social development of the region. The AfDB is a financial provider to African governments and private companies investing in the regional member countries (RMC).

The Government of Uganda has received financing from the AfDB hereinafter called the Bank toward the cost of the Strategic Towns Water Supply and Sanitation Project and intends to apply part of the proceeds toward payments under the contract for Construction of Kamuli Piped Water Supply and Sanitation System.

The Ministry of Water and Environment now invites sealed Bids from Bidders for Construction of Kamuli Water Supply and Sanitation. The works include construction Water intake in Victoria Nile, Raw water pumping station including fencing, Raw water pumping main, Conventional Surface Water treatment plant, Service reservoirs of pressed steel plate tanks, Clearwater pumping mains consisting, Distribution network and service connections, Electromechanical works, Tools and equipment, Institutional VIP latrine, Waterborne public toilet. The construction period shall be 18 months.

Bidding will be conducted through the Open Competitive Bidding (International), OCBI procedures as specified in the Bank’s Procurement Framework, dated October 2015, and is open to all Bidders as defined in the Procurement Framework.

Interested eligible Bidders may obtain further information from the Ministry of Water and Environment, Head Procurement and Disposal Unit, email: pdu@mwe.go.ug, and inspect the bidding document during office hours, 08:00hrs to 17:00hrs, at the address given below and from the ministry website at http://www.mwe.go.ug

A complete set of bidding document in English may be purchased by interested Bidders upon the submission of a written application to the address below and upon payment of a nonrefundable fee of UGX 100,000/=. The method of payment will be by bank advice form which may be obtained from the Uganda Revenue Authority (Website or Offices). Payment can be made in any bank and the payment details presented to the Procurement and Disposal Unit before obtaining a copy of the bidding document. No cash will be accepted. The document will be obtained from the Procurement and Disposal Unit.

The provisions in the Instructions to Bidders and in the General Conditions of Contract are the provisions of the African Development Bank Standard Bidding Document for Procurement of Works.

Bids must be delivered to the address below on or before 11:00am, 9th December 2021. Electronic Bidding will not be permitted. Late Bids will be rejected. Bids will be publicly opened in the presence of the Bidders’ designated representatives and anyone who chooses to attend at the address below on 9th December 2021 at 10:30am.

All Bids must be accompanied by a Bid Security of USD 200,000 (United States Dollars Two Hundred Thousand only).
