Item Description:
The World Health Organization PRP (Planning, resource coordination and performance monitoring department) department is responsible for producing the WHO annual results report and rolls out a bottom up process to assess the implementation of workplans established during the operationalization of the Programme Budget approved for 2 years. The output scorecard methodology is looking at the implementation of the workplans and the effectiveness of their delivery to achieve results set out in the Programme Budget and the General Programme of Work (GPW).
The output scorecard methodology is a multidimensional methodology that assesses WHO’s outputs with 6 dimensions (1.Leadership, 2. Technical support to countries, 3. Global goods, 4. Gender, Equity and Human Rights, 5.Value for money and 6. Results).
The methodology has been rolled out for the mid-term review 2020. While it proved applicable the whole organization, further elements may be needed to assess performance areas and get meaningful scores and comments for performance improvement and organizational learning.
Each dimension refers to a different technical area and has been developed separately using the same methodology: attributes, criteria and scoring scales. The purpose of this consultancy is to convene focus group discussions and make recommendations on elements that require consideration.
The purpose of the consultancy is to facilitate from 8 to 10 group discussions on the output scorecard using the results of a survey ran to look for solutions for refining the existing scorecard methodology and get feedback on the level of satisfaction from the first roll-out of the methodology. The groups will be organized by role (country, regional office, headquarters representatives and output delivery teams).
The objective is to collect feedback, test solutions and feed it into the revision of the methodology.
The consultant is expected to prepare:
- Documents for consultation by the focus group, including analysis of the mid-term review and the scorecard survey
- Make proposals and prompt discussions
- Follow up with the group the elements that require further development
- Provide proposals to WHO to revise the scorecard methodology on the basis of group discussion and feedback provided
Background documents
The consultant will be able to refer to the results of the mid-term review 2020, analyze comments. A survey will be conducted as well to gather further inputs from the staff and management levels that will be used for improving the methodology.
Budget and payment schedule
Upon satisfactory delivery of the following deliverables:
Analyze and compile data from survey and from mid-term review
Conduct focus Groups discussions and propose new elements to steer methodology improvement
Present findings and proposals to PRP
The daily fee is based on the seniority level of the consultant. It is estimated to be within consultant band rate of WHO.
Skills and experience
- Master’s degree in development economics, public health, social studies or related fields
- Proven experience in facilitating focus group discussions in Public health area
- Proven technical and methodological knowledge and experience in organizational performance assessment and learning
- Sound knowledge of results-based management, including Theory of Change and indicators
- Understanding of the WHO’s mandate and its three-level structure
- Experience in assessing large organizations’ performance
