    Item Description:

    The African Development Bank Group (AfDB) or Banque Africaine de Développement (BAD) is a multilateral development finance institution. The AfDB was founded in 1964 and comprises three entities: The African Development Bank, the African Development Fund and the Nigeria Trust Fund. The AfDB’s mission is to fight poverty and improve living conditions on the continent through promoting the investment of public and private capital in projects and programs that are likely to contribute to the economic and social development of the region. The AfDB is a financial provider to African governments and private companies investing in the regional member countries (RMC).

    Request for Expressions of Interest (REOI)

    The Government of Kenya on behalf of Athi Waterworks Development Agency has requested for financing from the African Development Bank towards the cost of the Nairobi Rivers Sewerage Improvement Project Phase II and intends to apply part of the agreed amount for this loan to payments under the contract for Consultancy Services for Detailed Design and Construction Supervision for Rehabilitation and Expansion of Dandora Estate Sewerage Treatment Plant (DESTP) Inlet Works.

    The main objectives of the consultancy assignment are:

    • To identify rehabilitation and expansion requirement of the existing DESTP
    • To undertake review of previous studies that have been undertaken on the DESTP inlet works, prepare detailed designs and tender documents of both rehabilitation works and duplication and expansion works for DESTP inlet works.
    • Fulfill the role of the Project Manager’s Representative in the supervision of the construction works;
    • To supervise, in accordance with the conditions of contract, specifications and drawings, works carried out by the selected contractor. The consultant will be responsible for ensuring that work is carried out in accordance with the designs, specifications and works contract documents while at all time ensuring quality, cost effectiveness and timely completion and
    • To provide the Client with regular status reports and other reports as per the Terms of Reference, together with all related necessary technical assistance and professional advice to the Client related to supervision of the construction of the said works.

    The consultancy services will be carried out over a period of 43 (Forty-Three) months which will cover

    • Detailed Design and Tender Documentation: 6.0 months
    • Assistance in procurement of works contractor: 6.0 months
    • Supervision of construction works: 18.0 months
    • Defects Liability Period: 12.0 months
    • Final completion inspection and reporting: 1.0 months

    The Athi Water Works Development Agency now invites eligible consultants to indicate their interest in providing these services. Interested consultants must provide information indicating that they are qualified to perform the services (brochures, description of similar assignments, experience in similar conditions, availability of appropriate skills among staff, etc.). Consultants may constitute joint-ventures to enhance their chances of qualification.

    Eligibility criteria, establishment of the short-list and the selection procedure shall be in accordance with the “Procurement Policy for Bank Group Funded Operations” dated October 2015, which is available on the Bank’s website at http://www.afdb.org.

    A Consultant will be selected in accordance with the Quality and Cost Based Selection (QCBS) method set out in the Consultant Guidelines.

    Interested consultants may obtain further information at the address below during office hours 0800 to 1700 Hours (East Africa Time) from Monday to Friday excluding lunch hour (1300 to 1400Hrs) and public holidays.
