    Request for Expressions of Interest

    The Government of the Republic of Tajikistan has received for financing from the Asian Infrastructure Investment Bank (AIIB) toward the cost of the Obigarm Nurobod Rd Project Long Bridge, and intends to apply part of the proceeds for consulting services.

    The consulting services (“the Services”) include but not limited to:

    • The main objective is to confirm the adequacy of the design for the Long Bridge prior to the procurement of the works contract. The design of the short approaches to the Long Bridge are included in the review with regard to ground conditions, side slope protection and embankment stability; other approach road design such as pavement structure, road safety, drainage are excluded from the peer design review unless there is good cause to include them related to the Long Bridge structure.
    • The scope includes reviewing and checking the adequacy of the detailed engineering design to be prepared by the design consultant.
    • The design assignment is for a period of 12 months. The review assignment will therefore be carried out over a period of five (5) up to twelve (12) months from the date of commencement. The assignment will be implemented by a consulting firm. It is anticipated that about up to 20 person-months of input by international consultants will may be required.

    The Ministry of Transport/Projects Implementation Unit for Roads Rehabilitation now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The shortlisting criteria are:

    • Firm’s extensive experience with projects of a similar nature and complexity in Central Asia (preferably) and/or other eligible countries financed by international financial institutions.
    • Should have completed minimum 2 assignments similar in nature (independent design review of large bridges with a length of 700-800 meters) and scope over the past 5 years. The consulting firms must support their claims by providing information on core business and years of experience in the business, relevant experience, the funding source(s), amount of contract, technical and managerial capability of the firm. Key experts will not be evaluated at the shortlisting stage.

    The attention of interested Consultants is drawn to Section II, paragraph 4.4, and paragraph 4.9 of the AIIB’s “Procurement Instructions for Recipients” June 2, 2016, setting forth the AIIB’s policy on conflict of interest and eligibility.

    Consultants may associate with other firms to enhance their qualifications, but should indicate clearly whether the association is in the form of a joint venture and/or a sub- consultancy. In the case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected.

    A Consultant will be selected in accordance with the Quality and Cost Based Selection (QCBS) method set out in the Procurement Instructions for Recipients.
