    Item Description:

    General Procurement Notice

    The Government of The People’s Republic of Bangladesh has received financing in the amount of US$ 120 million from the Asian Infrastructure Investment Bank (AIIB) toward the cost of the “Bangladesh Power System Upgrade and Expansion (Chattogram Area) Project, and it intends to apply part of the proceeds to payments for goods, works, and related services under this project. Power Grid Company of Bangladesh Ltd. (PGCB) is assigned by the Power Division, Ministry of Power, Energy & Mineral Resources (MoPEMR) to be responsible for the project implementation which will act as Project Implementing Agency (PIA).

    The expected impact is to strengthen power transmission system in Chattogarm area along with enhancing its reliability and efficiency, and the outcome is improved & reliable Transmission network infrastructure in Chottogram area to evacuate electricity from upcoming new power plant also to meet up the rapidly growing demands of residential, commercial and industrial consumers in the Chattogram city and its adjacent areas. The investment program will finance for establishing 25.185 km 400 kV, 17.24 km 230 kV transmission line and 2 nos. 230/132 kV GIS substation to transmit electricity from upcoming United 583 MW as well as United 300 MW power plants and from other upcoming power plants at Anowara to the major load centers of Chattogram city.

    The project will include the following 3(three) components:

    Package-1: Construction of Anowara-Ananda bazar (New Mooring) 400 kV double circuit overhead Trnsmission line portion: 19.932 km ( Twin ACSR Finch Conductor ) including design, supply and installations on turnkey basis [Contract No.: PGCB/AIIB/0088A-BGD/TL/P1].

    Package-2: Construction of Anowara-Ananda bazar (New Mooring) 400 kV double circuit underground cable portion (2000 mm XLPE): 5.253 km; Line-in-line-out of Hathazari-Rampur 230 kV double circuit underground cable line (XLPE 2000 mm ) at Ananda bazar (New Mooring): 2.66 km and Madunaghat-Khulshi 230 kV double circuit underground cable line (XLPE 2000 mm):14.58 km including design, supply and installations on turnkey basis. [Contract No.: PGCB/AIIB/0088A-BGD/TL/P2].

    Package-3: Construction of 230/132 kV GIS Substation: Ananda bazar (New Mooring) with 2×350/450 MVA 230/132 kV transformer; 230/132/33 kV GIS Substation: Khulshi with 2×350/450 MVA 230/132 kV and 3×80/120 MVA 132/33 kV transformer ; Two nos. 230 kV GIS bay extension at Madunaghat Substation including design, supply and installations on turnkey basis. [Contract No.: PGCB/AIIB/0088A-BGD/SS/P3].

    Procurement of contracts financed by AIIB will be conducted through the procedures as specified in the AIIB’s Interim Operational Directive on Procurement Instructions for Recipients (June 2, 2016), and is open to all eligible tenderers as defined in the Procurement Instructions.

    Specific procurement notices for contracts to be bid under the AIIB’s international open competitive tender (IOCT) procedures will be announced, as they become available, in UN Development Business and the AIIB Website and in Recipient’s local newspapers and in websites.(www.pgcb.gov.bd).
