Item Description:
1. The Government of India (GOI)/The Government of Jammu & Kashmir has received acredit (Cre dit No. 5695-IN) from the International Development Association (IDA) towards the JHELUM & TAWI FLOOD RECOVERY PROJECT and intends to apply part of the proceeds of this credit to payments under the contract for hiring services of consultancy firm to prepare feasibility and detailed project report for flood mitigation and comprehensive river management measures for Jhe lum basin. The Project will be implemented by the Government of J&K in the State ofJammu & Kashmir throu gh its designated Project Management Unit (PMU) for Jhelum & Tawi Flood Recovery Project.
2. The scope of the consultancy would include reviewing existing status, and recommending Flood and comprehensive river management schemes for flood mitigation in Jhelum river basin based on technical/social/economic/environmental considerations, preparing feasibility studies, comprehensive flood management plan and formulation of Detailed Project Report (DPR) for select schemes i.e., various prioritiz ed options with stakeholder’sconsultation. The options could include strengthening/enhancing the discharge capacity of the main River Jhelum and existing outfall channel, increasing conveyance of existing flood channel, construction of additional Flood Spill Channel, creation of storages for retention of flood waters in tributaries, (within the ambit of IWT-1960), increasingflood moderation in the lakes and wetlands including improvement of their regulation, increased bank protection, strengthening/new embankments, watershed management for sediment control, etc. and other identified measures during the study. The analysis will include management of flood discharge of Sept 2014 and 1 in 100 year design flood discharge including climate change models. This w ill bea 24 months’ consultancy.
3. The Project Management Unit of Jhelum & Tawi Flood Recovery Project on behalf of Governor of State of Jammu & Kashmir, India invites eligible Consultants to express their interest in providing the Consultancy Services for the aforesaid assignment.
4. Interested consultants mustprovide the following information indicating that they are qualified to perform the required Services: Brochures, Description of Simmila prov Assignments undertaken in the past, availability of skills among staff (including but not limited to flood management,rivermology, modelling, hydrology, hydraulic structural design, environmental assessment, economic assessment, community development and in volvement, remote sensing and GIS, database management); and certified Financial statement(s) for the last 3years.
5 &nbs p; The criteria for short listing of the Consulting firms shall be as follows:-
The firm should be in consulting business at least for the last 05 years (In case of JV all the members shall satisfy the requirement).
The firms sh all be financially sound with an average annual turnover of more than US$2,500,000 (INR 15,00,00,000) during the previous three yea rs (in case of JV, each partner shall at least 50% of the requirementand all partners combined shall satisfy 100% requirement).
The firms should have a track record of successfully completing similar assignments during the previous five years.
6 The consultant may associate withother firms to enhance their qualification. [The “Association” may take the form of a joint venture (with joint andseveral liability) or of a sub-consultancy], and this should be stated clearly in their submiss ion.
7 A consultant will be finally selected in accordance with Quality and Cost Based Selection (QCBS ) procedures, set out in theWorld Bank’s “Guidelines: Selection and Employment of Consultants Under IBRD Loan s and IDA Credits & Grants by World Bank Borrowers- January, 2011, Revised July 2014.” The Guidelines are available at http://www.worldbank.org/procure.

This notice for Expression of Interest has also been posted onn gihe e-procurement website http://www.jktenders.gov.in and will be also available on UN Development Business, DG Marketan National Newspapers.
9 Expression of Interest with all relevant information and documents must be uploaded online on e-procurement web site “www.jktenders.gov.in´and subscribed as“Expression of In terest for the Consultancy Services for Preparing Feasibility and Detailed ProjectReport for Flood Mitigation and Comprehensive River Management Measures for Jhelum Basin” by not later than17:00 hours (IST) on 23- 01- 2017. Besides the hard copy in a closed envelope containing all relevantdocuments /information can be submitted / delivered to the address mentioned below by not later than 24– 01-2017 up to 17:00 hours (IST). In the event, this last date being declared as holiday by the State Government, due date for submission of above EoI will be the next working day up till the same appointed time.
