Ensuring access to essential medicines has been recognized in target 3.8 of the Sustainable Development Goals which is to achieve Universal Health Coverage (UHC) including access to safe, effective, quality and affordable essential medicines for all without financial hardship.
Treatments are getting more effective than ever with life-saving innovative medicines coming into the market, however prohibitive prices hinder access. Such high prices push individuals and families into poverty and drain limited resources of the national health systems. Many of the Member States in the Western Pacific Region have high proportion of out-of-pocket expenditure on pharmaceuticals.
It is important to build skills of medicines price negotiators when a country decides to introduce new innovative medicines. Effective negotiation starts from understanding complex price components, profit margins, and various transactional costs by the manufacturers, wholesalers, distributors, and retailers. A structured approach to preparing and conducting price negotiations is needed based on market research and economic evaluations
PURPOSE/SPECIFIC OBJECTIVE OF THE ACTIVITY
The Division of Health Systems is looking to hire a consultant to develop comprehensive training package and support facilitation of the training workshop on medicines price negotiation.
DESCRIPTION OF ACTIVITIES TO BE CARRIED OUT
Output 1: Design and develop training modules for pharmaceutical negotiation in consultation with WHO EMT
Deliverable 1.1: Draft outline of the contents/structure and instructional design of the training modules
Deliverable 1.2: Draft training materials, including visuals, participants workbook, evaluation tools and guidance note to trainers on how to deliver the training and additional training materials as required
Output 2: Support facilitation of the training workshop using the developed modules
Deliverable 2.1: Conduct training workshop utilizing the developed training materials for interactive sessions and mock negotiations
Output 3: Further improve the training package based on the evaluation and feedback from the workshop
Deliverable 3.1: Power-point slides and other visual aids, hands-on modules, interactive activities incorporated into trainers guide and participant workbook; assessment tools on the evaluation

QUALIFICATIONS & EXPERIENCE
EDUCATION:
Essential:
Postgraduate degree (at least Master’s degree or equivalent) in pharmaceutical science, medical and health sciences, public health or other health related fields from a recognized university.
EXPERIENCE
Essential:
At least 7 years of relevant work experience in pharmaceutical market research and analysis, procurement, price setting and negotiations.
TECHNICAL SKILLS & KNOWLEDGE
Technical expertise and extensive experience in medicines negotiations and procurements
Experience and skills in conducting data analysis and report writing
Experience and skills in preparing training materials
Experience in organizing and facilitating international and national workshops or training courses
LANGUAGES
Advanced English language skills; strong verbal and written communication and interpersonal skills
