    Item Description:

    The African Development Bank Group (AfDB) or Banque Africaine de Développement (BAD) is a multilateral development finance institution. The AfDB was founded in 1964 and comprises three entities: The African Development Bank, the African Development Fund and the Nigeria Trust Fund. The AfDB’s mission is to fight poverty and improve living conditions on the continent through promoting the investment of public and private capital in projects and programs that are likely to contribute to the economic and social development of the region. The AfDB is a financial provider to African governments and private companies investing in the regional member countries (RMC).

    Request for Expressions of interest

    The Government of the Republic of Zambia (GRZ) with support from the AfDB has developed, “The Zambia Renewable Energy Financing Framework” Programme, co-financed by the Green Climate Fund (GCF), to catalyse private investment for small-scale Renewable Energy (RE) projects. These projects are expected to accelerate the achievement of GRZ’s electricity generation targets and the diversification of its energy mix. This will essentially reduce the country’s reliance on hydro power and improve energy security.

    The AfDB-GCF framework includes a Technical Assistance (TA) Project with the aim of assisting the Rural Electrification Authority (REA) and the Ministry of Energy (MoE) and other public sector institutions to create an enabling environment for private investments in the mini- grid and off-grid sectors.

    In light of the above, REA is calling for qualified consulting firms for the consultancy for the Design and Implementation of Plans for the Acceleration of Rural Electrification.

    The main objective of this consultancy will be to develop plans for the acceleration of rural electrification.

    The specific objectives of this assignment will be as follows:

    1. To develop a financial and commercial framework for promoting private sector investment in the rural electrification programme;
    2. To review and update the Rural Electrification Master Plan ;
    3. To propose tariffs, operational scheme and financial mechanisms by developing a standard template for financial modelling of off-grid and mini-grid projects; and
    4. To develop a Coordination Framework for off-grid and mini-grid market in Zambia.

    The implementation period is eighteen (18) months.

    REA now invites eligible consulting firms to indicate their interest in providing these services. Interested consulting firms must provide information indicating that they are qualified to perform the services (brochures, description of similar assignments, experience in similar conditions, availability of appropriate skills among staff, etc.). Consultants may constitute joint-ventures to enhance their chances of qualification.

    Eligibility criteria, establishment of the short-list and the selection procedure shall be in accordance with the AfDB’s “Procurement Framework for Bank Group Funded Operations”, dated October 2015, which is available on the Bank’s website at http://www.afdb.org.
