    Item Description:

    The Asian Infrastructure Investment Bank (AIIB) is a multilateral development bank with a mission to improve social and economic outcomes in Asia.     Request for Expression of Interest (EoI)

    The Government of Nepal has received financing in the form of grant (the “grant”) from the Asian Infrastructure Investment Bank (AIIB) towards the project preparation for the Tamakoshi V Hydroelectric Project (“TV-HEP” or the “Project”), and intends to apply part of the proceeds for consulting services.

    The consulting services (“the Services”) include providing an independent study and further carry out the Free, Prior and Informed Consultation (FPICon) Process outlined in Annex 1 (Terms of Reference), in consultation with TKJVC, AIIB, consultants, Indigenous People representatives and other relevant stakeholders. Information can be found in detail in the TOR attached or in NEA website:www.nea.org.np.

    This assignment should be completed within 9 (nine) months from the date commencement of contract.

    The consulting firm is expected to have a knowledge and experience in the design and implementation of FPICon process in line with AIIB requirements. It is also expected to have working on development projects with the public and private sectors. Apart from it, should have knowledge of and work experience with international and national Indigenous Peoples’ policies and/or the social and environmental standards of the multilateral development banks. Working experience of the consulting firm with representative organization of Indigenous Peoples and/or federations of IPs with mandate, role and responsibility to work on IP issues is preferred. It should have a track record of working on such IP issues in a gender and inter-generationally inclusive manner.

    Tamakoshi Jalvidhyut Company Ltd. (TKJVCL) now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services (descriptions, organization and employee and of the firm or company, description of assignments of similar nature completed and their location, experience in similar conditions. Key personnel will not be evaluated at the shortlisting stage). The shortlisting criteria are:

    • Management Competence of the consulting firm;
    • Technical Competence of the consulting firm;
    • Geographical Competence of the consulting firm.

    Interested consulting firms must provide information in the form of brochures, description of completed similar assignments, and availability of appropriate professional staff etc. indicating that they are qualified to perform the services. Such information must also include a brief description of the firm together with the organization structure and staffing. In particular, the information must include experience of the firm in FPICon Process with international experience in preparation of FPICon Process for large infrastructure projects in line with Multilateral Bank Standard. The consulting firms must provide information on jobs undertaken in the past five (5) years giving a brief description of each job undertaken, the funding source(s), amount of contract and information on the employer. The firm’s experience must be supported by completion certificates issued by their client.

    The attention of interested Consultants is drawn to Section II, paragraph 4.4 of the AIIB’s Interim Operational Directives on Procurement Instructions for Recipient (PIR) June 2016, setting forth the AIIB’s policy on conflict of interest.

    Consultants may associate with other firms to enhance their qualifications, but should indicate clearly whether the association is in the form of a joint venture (JV) and/or a sub-consultancy. In the case of a JV, all partners in the JV shall be jointly and severally liable for the entire contract, if selected.

    A Consultant will be selected in accordance with the Quality Based Selection (QBS) method set out in the PIR.

    Upon signing of the contract, the successful Consultant must be registered with Value Added Tax, VAT Office of Government of Nepal. The Consultant can obtain information on applicable taxes from the website of inland revenue department of Government of Nepal (GoN) http://www.ird.gov.np.

    Expression of Interest (EoI) must be delivered along with one (1) original set; one (1) duplicate (One copy in hardcopy and another copy in USB drive as softcopy to the address below (in person or by courier) by 12:00 hours Nepal Standard Time (NST) on 8th May, 2020. Any submission later than the above mentioned time will not be considered for evaluation.
