    Item Description:

    The World Health Organization (WHO) was established in 1948 as a specialized agency of the United Nations. The objective of WHO (www.who.int) is the attainment by all peoples of the highest possible level of health. “Health”, as defined in the WHO Constitution, is a state of complete physical, mental and social well being and not merely the absence of disease or infirmity. WHO’s main function is to act as the directing and coordinating authority on international health work.

    The Western Pacific Regional Office (WPRO) is one of the six regions of the World Health Organization. Headquartered in Manila, Philippines, we work with health authorities and other partners in 37 countries and areas with more than one quarter of the world’s population.

    BACKGROUND

    With the COVID-19 pandemic, travel for conferences and workshops and visits by external consultants have largely been replaced by virtual events in Kiribati. The Ministry of Health and Medical Services in Kiribati (MHMS) is particularly reliant on this form of support.

    To make better use of the opportunities available a suitable meeting/workshop room is needed for the Ministry to support virtual events, which allow full participation of all those present.

    PURPOSE/SPECIFIC OBJECTIVE OF THE WORK

    The specific objective of this advertisement is to seek interested parties to submit a proposal for the design, construction, delivery and installation of a containerised or prefab meeting room for the Ministry.

    The proposed room should meet the following criteria:

    1. Sufficient meeting space for up to 20 people (seated either classroom style or in one large table), with multiple small tables which can be pushed together to create one large conference table and desks in a construction that can withstand heat, sun, high humidity and exposure to salt. The room structure should also include some aspects of sound proofing (such as acoustic/soundproof foam panels) to reduce noise from outside and sound reverberation and insulation to keep out heat. Air conditioning (wall mounted) which can effectively cool the space should be included.
    2. ICT equipment to allow for high quality virtual events with good sound reception and visibility of the screen, microphones which can pick up interventions from throughout the room and power sockets for all participants
    3. Appropriate fire safety considerations including two exits/entrances, two small windows (which can open and are insect netted and have security grills) with blinds or curtains, signage and smoke alarms

    DESCRIPTION OF THE WORK TO BE CARRIED OUT

    This advertisement is to seek technical and financial submission for the following work:

    1. Title of work: Design, delivery, support for installation (potentially remotely) and commissioning of containerised or prefab meeting room at the Ministry of Health in Kiribati
    2. Technical Specifications:
      1. The submission must include the following:
        1. A breakdown of all the essential equipment required to provide the above scope of testing and include:
          • Insulation & air conditioning (wall mounted units that effectively cool the space) and at least two ceiling fans;
          • Solar panels (to allow the room to operate fully for up to 2 hours or partially for up to 5 hours);
          • Electrical wiring – connected to the mains power source, and solar. At least 10 power outlets in room, excluding those dedicated to the ICT equipment and AC;
          • ICT equipment:
            • 1x Logitech Rally Plus (with the camera and 2 microphone pods)
            • 5 x Additional Logitech Rally Microphone Pods
            • 1 x Desktop PC capable of dual display output
            • 2 x Smart LED TVs with touchscreen (at least 120cm/45 inch )
            • 2 x TV wall mounts (either bolted or welded)
            • 2 x Five-meter HDMI cables
            • 2 x Set of wireless keyboard and mouse
          • Tables and chairs. Rectangular tables that can be rearranged into classroom style or conference style format. Durable easy clean chairs and tables. Chairs that can be stacked.
          • An inbuilt cupboard, which is lockable and can be used to store stationary, cleaning supplies, medical kit.
          • Doors with dual locks, including 3 spare keys.
          • At least two large whiteboards and two pin boards/cork boards. Walls should be suitable for easy clean and use with blue/white tack
        2. Successful bidder shall be responsible for, but not limited to, the following items:
          1. To discuss with MOHMS to adjust floor plan of the unit to meet designated site and requirements outlined
          2. To discuss with MOHMS the plan for construction and related electrical requirements for the installation of the container or prefab meeting room in coordination with MOHMS.
          3. Commissioning of the room to ensure its safe and efficient operation;
        3. Warranty
          1. Minimum 1-year warranty for the structure and fittings
        4. Timeline
          1. Completed and final design upon discussion with MOHMS within 21 days upon contract signature
          2. Delivery of the container and equipment within 8 weeks upon approval of final design
          3. Installation and commissioning of the room by October 25th 2021
        5. Delivery Place: Ministry of Health and Medical Services site, Nawerewere, South Tarawa, Kiribati

    METHODS TO CARRY OUT THE ACTIVITY

    Interested bidders are requested to submit a detailed proposal which constitute the above technical specification, including timeline to complete the project, as well as a detailed financial proposal with breakdown of costs for the following items:

    1. Design, construction and supply of the meeting room
    2. Transport, installation and commissioning of room at the site.

    QUALIFICATIONS & EXPERIENCE

    Interested bidders must have installed or are in the process of successfully installing similar facilities in LMIC and/or in the Pacific Islands countries and areas.
