Item Description:
This request for expressions of interest follows the General Procurement Notice No. AFDB 736-05/19 of 30 May 2019.
The Ethiopian Electric Power (EEP) has applied for a grant from the Sustainable Energy Fund (SEFA) through the African Development Bank and intends to apply part of the proceeds of this grant to payments under the contract for The Ethiopia Renewable Energy Program I (EREP-I) Project /Services under Component III (Project management and coordination [Individual Consultant]).
The services include Consultancy service for managing and coordination of the project undertaken by consulting firm for Feasibility and ESIA studies for 565 MW Birbir Stage 1 and 2 HEPP, Update of ESIA and RAP for 371 MW Geba Stage 1 and 2 HEPP, Preparation of IPP Bidding documents for 280 MW Chemoga Yeda 1 and 2, 246 MW Genale Dawa 6, and 426 MW Halele Werabessa 1 and 2 HEPPs, and Providing training and capacity building. The services included under this Consultancy service by the individual consultant are:
- Provision of advice and technical support for ensuring and accelerating the rolling-out of the new IPP procurement framework, and
- Setting up the EREP-I capacity building program in the area of the IPP procurement, specifically on socio-environmental, selected legal issues, and issues outlined in TOR of lot 3 by reviewing both the TOR prepared and the proposals from the consultancy firms before signing the contract.
The main duties of the individual consultant will include, but are not limited to:
- Act as EREP-I focal point to the Ministry of Finance (MOF), the Ethiopian Energy Authority (EEA), and the Ministry of Water, Irrigation and Energy (MOWIE) on EREP-I implementation.
- Act as a focal point and ensure the coordination of EREP-I activities with the interventions undertaken by the African Legal Support Facility (ALSF) and the Bank’s Ethiopia Institutional Project for PPPs.
- Design, consult and implement the EREP-I hands-on capacity building program, which will include modules on: (i) environmental and social studies, and; (ii) capacity building on selected legal and regulatory issues.
- Providing technical support for the rolling out of the new IPP procurement plan in Ethiopia.
- Provide inputs on periodic reports on the program and related complimentary activities.
- Provide inputs or support in the preparation of TOR for the consultancy firm(s) to be hired under EREP-I before signing of the contract with the firm(s).
- Provide guidance and support for the preparation of the IPP procurement guidelines and procedures by reviewing the existing policies.
- Prepare and organize training and build internal capacity in the area mentioned above (bullet 3).
- Conduct necessary presentation, with slides, to the executing agencies as required.
- Review different reports and recommendations of the consulting firm(s) and provide support for the implementation of agreed recommendations.
- Work closely with the executing agencies’ staff and review their concerns and provide support for the implementation of agreed concerns.
- Work closely with the executing agencies’ staff to identify, quantify, review any significant change reported by consulting firms and leading variations, and clearly report the incremental costs of the services of consulting firm(s) and recommendations on any changes leading variations.
- Ensure the roles and responsibilities of the consultancy firm of lot 3 have been carried out.
- Establish and maintain effective communication between the project’s stakeholders;
- Supervise project progress, under the guidance of EEP management, including assisting the processing for hiring the consulting firm to provide TA for the SEFA program in Ethiopia and prepare necessary reports in line with this;
- Process, under the guidance of the EEP management, all authorised payments made in the context of the project;
- Support the management of the project budget and ensure compliance with AfDB financial rules as well as all procurement activities in line with approved Procurement Plan and Financing Agreement;
- Organize the trainings and awareness activities, and
- Organize a final workshop that will present and disseminate the new Ethiopian IPP procurement framework.
Project implementation arrangements include the Project Management Committee (PMC) that will oversee the implementation of the program by playing oversight role and becoming a link between the SEFA program and the country’s ecosystem. The EREP-I high level management committee will be composed of four representatives nominated by their respective Ministers: (i) one representative of the MOF; (ii) one representative of EEA; (iii) one representative of EEP (who will act as the Executive Secretary of the Committee); and one representative of MoWIE.
EREP-I will be implemented by EEP (the implementation entity), which will host the Project Implementation Unit (PIU) of the project, in close collaboration with MOWIE, MOF and EEA. Task managers from the AfDB and the SEFA secretariat will provide oversight role in the implementation of the program by taking role of oversight of project implementation, review of the work done by the individual consultants of the program which foresees consulting firms and individual consultant, and payments for the technical assistance. The PIU will be responsible for the day to day implementation of the project.
Project Implementation Unit (PIU) is composed of Government institutions including MOWIE,
EEP, EEU, PPP-MOF, EEA, and Individual Consultant that will be embedded within EEP for provision of technical assistance to the PIU for smooth implementation of the program activities which includes capacity building tasks and becoming a link between the Bank and the Government.
The hired individual consultant will directly be under the close supervision of the executing agency’s representatives and will report to the PIU project coordinator working closely with the nominated Project Management committee.
The assignment shall extend over a period of 18 months. The assignment is envisaged to require 12 working-month spread through the entire period of the assignment. The individual consultant is expected to be resident in Addis for an aggregated total of 11 months; the rest of the time the individual consultant will operate remotely from home, in a part time basis. The final implementation plan of all the activities under the assignment should be aligned with the EEP planned outcome under the program, and will be firmed up in the Inception Report.
The Ethiopian Electric Power now invites eligible consultants to indicate their interest in providing these services. Interested consultants must provide information indicating that they are qualified to perform the services (Description of similar assignments, experience in similar conditions, general qualifications and so forth).
A consultant will be selected in accordance with the procedures set out in Procurement Policy for Bank Funded Operation, dated October 2015, which is available on the Bank’s website at http://www.afdb.org.
