    The Global Fund to Fight AIDS, Tuberculosis and Malaria (the “Global Fund”) invites all potential suppliers (the “Bidders”) to submit proposals for the above-captioned Request for Proposals (RFP).

    This RFP is comprised of the following sections and attachments:

    • Section 1: Terms of Reference
    • Section 2: Proposal Requirements and Evaluation
    • Section 3: Proposal Submission
    • Section 4: Legal Matters
      • Annex 1: Certificate of Conformance
      • Annex 2: The Global Fund Terms and Conditions of Purchase of Services (“Terms and Conditions”)
      • Annex 3: List of Evaluations Planned in Focused Countries in the South East Asia Region and Tentative Timelines
      • Annex 4: Cost template

    Background

    The Global Fund’s Framework for Data Use for Action and Improvement (DUFAI) emphasizes the need for the conduct of program evaluations to generate evidence and learning regarding program design, implementation and outcomes with a view to improving these aspects. These evaluations provide information on program effectiveness, impact, sustainability and on quality of services and data which are critical for program planning.

    Countries are recommended to conduct periodic program reviews/evaluations at least once in the grant cycle (once every 3 years) to examine progress against the goals and objectives in the National Strategic Plans, improve performance and quality, and to achieve better results. Program evaluations typically use the logical framework from inputs to impact using information from the regular monitoring and evaluation systems. In addition to routine data collection, program evaluations use data from various other sources like surveys and special studies.

    The Global Fund’s Differentiation for Impact (D4I) framework divides Global Fund supported portfolios/countries into three groups: High Impact, Core and Focused. For greater efficiency and enhanced impact, investments in the 3 groups of countries are managed in a differentiated manner, with major resources allocated to the High Impact portfolios and streamlined processes put in place for management of investments in Focused portfolios. As of November 2019, there are 25 High Impact countries, 30 Core countries and 49 Focused countries.

    Through this RFP, the Global Fund seeks to contract an organization to conduct HIV, TB and malaria evaluations of Global Fund investments in several Focused countries in the Global Fund South East Asia (SEAs) region.

    Aim and Objectives

    The overall aim of these evaluations is to assess the effectiveness and outcomes of Global Fund investments in Focused countries in the South East Asia region, and the extent to which these investments have helped countries prepare for a sustained response to the three diseases over time.

    Specific objectives include:

    1. To evaluate, the extent to which and how, the Global Fund grants have helped enable countries to achieve a) the goals and objectives described in their national disease strategic plans and overall health sector strategy, and b) the goals and objectives agreed in the grant agreements;
    2. To evaluate the extent to which service delivery systems (health facility and community) deliver quality services;
    3. To evaluate the extent to which country data systems generate, report and use quality data;
    4. To evaluate the extent to which Global Fund investments have helped countries prepare financially and programmatically for a sustained response to each disease;
    5. To evaluate the extent to which COVID-19 has disrupted HIV, TB and/or malaria service delivery and mitigating measures put in place to address these disruptions
    6. To support countries to use the findings from the evaluations to help inform investment decisions and efforts to improve the quality, efficiency and sustainability of the response to each disease.

    The evaluations should focus primarily on the current funding cycle, while taking into consideration previous Global Fund investments and country contextual developments in earlier years wherever relevant to help interpret and explain what is happening in the current cycle.
