Expert medical officer and dental officer services for the three Settlement Offices of the European Union’s Joint Sickness Insurance Scheme in Brussels, Ispra and Luxembourg

The Office for administration and payment of individual entitlements, also known as the Paymaster’s Office or PMO is a central office of the European Commission. The PMO’s mission is to manage the financial rights of permanent, temporary and contractual staff working at the Commission, to calculate and to pay their salaries and other financial entitlements. The PMO provides these services to other EU institutions and agencies as well. The PMO is also responsible for managing the health insurance fund of the Institutions, together with processing and paying the claims of reimbursement from staff members. The PMO also manages the pension fund and pays the pensions of retired staff members. The PMO’s head office, horizontal services and four operational units are located in Brussels.

Objective of the tender

Statutory officials of the European Union (and their families, under certain conditions) have the right to the Joint Sickness Insurance Scheme (JSIS). The provision of this service is based (if necessary) on the advice of doctors.The objective of this invitation to tender is to provide the three settlement offices of the JSIS (in Brussels, ISPRA and Luxembourg) with the expertise of a medical officer and a dental officer.

Lot 1: Medical officers in Brussels

The opinion of the medical officer is sought in the context of requests for prior authorisation, in all cases provided for by the regulatory framework, and upon request of the settlement offices for specific questions.

Lot 3: Dental officer in Brussels

The dental officer is called upon to provide an opinion after examining the supporting documents in the light of the regulatory framework, for example:— opinion on dental quotes required before certain treatments,— coding of the services included in the dental quote by applying the nomenclature in force,— on a constant basis, the dental officer assists the staff of the settlement office with the coding to be used during pricing on the basis in particular of the wording of the documents and/or the national nomenclature used in the original invoice.

Lot 4: Dental officer in Ispra

The dental officer is called upon to provide an opinion after examining the supporting documents in the light of the regulatory framework, for example:— opinion on dental quotes required before certain treatments,— coding of the services included in the dental quote by applying the nomenclature in force,— on a constant basis, the dental officer assists the staff of the settlement office with the coding to be used during pricing on the basis in particular of the wording of the documents and/or the national nomenclature used in the original invoice.
