    Item Description:

    The International Trade Centre (ITC), a joint subsidiary organ of the United Nations and the World Trade Organization, hereby issues this Request for Expression of Interest (EOI) for the Implementation and management of subvention fund for agricultural sector (mango and onion) in Senegal.

    The purpose of this call for EOI is to identify appropriate suppliers who can potentially fulfil the requirements. The present call for EOI does not constitute an invitation to tender. Only suppliers deemed qualified by ITC will receive the invitation to tender.

    The purpose of this project is to set up a co-financing and subsidy fund in Senegal in partnership with a financial institution, for supporting 30 cooperative companies operating in the mango and onion value chains benefitting from ITC support.

    As such, ITC plans to make available to the fund a grant of one million Euros that would be hosted by the partner institution to serve either as a contribution to the credit requests that will be formulated by the cooperative societies supported by the program, or to serve as a total grant for certain requests that cannot be co-financed.

    Under the co-financing scheme, the contribution subsidized by ITC will be supplemented by loans granted by the partner financial institution, which will be responsible for managing the processing of credit applications. It is thus expected that some of the funding will be leveraged by 50%.

    The subsidized contribution hosted by the partner institution may also be used as a contribution for loans granted by other financial institutions if the purpose of the loan is validated by the monitoring committee of the co-financing scheme.

    Grants may also be used to cover 100% of certain needs that cannot be funded.

    The financing scheme aims to cover the following expenses related to the production and marketing of agricultural products.
    In addition, although this is a co-financing scheme, certain expenses related to the provision of heavy infrastructure can be financed at 100% by PACAO grants:

    • Investment and equipment (storage warehouse, supply of storage equipment, processing unit, conservation and processing materials and equipment, production and irrigation equipment)
    • Small equipment
    • Inputs
    • Working capital
    • Marketing

    Pre-selection criteria that the applying companies should be able to fulfil:

    1. Have significant experience in agricultural finance
    2. Proven professional experience in managing co-financing funds or/and grants
    3. Extensive contacts throughout the onion and mango value chains in Senegal and experience in the area of production;
    4. French speaking companies

    ITC invites interested companies/organizations to forward their Expression of Interest (EOI) by email before the closing date to ITC Procurement Services at: batt@intracen.org

    Please submit any relevant document to support the company’s pre-selection according to the above listed criteria. Please also include your UNGM vendor ID number (6 digits), the company full name and address and e-mail of contact and the reference of this EOI (2023-04-GB) in your response. If not registered with ITC/UNOG or UNGM, please follow the Procedure for Registration as Potential Vendor at http://www.ungm.org as soon as possible so to provide your UNGM vendor ID.

    ITC reserves the right to change or cancel this requirement at any time during the EOI and/or solicitation process.
