Item Description:
The European Commission, Joint Research Centre (referred to below as the contracting authority) is planning to award the contract(s) resulting from the above procurement procedure. The procurement documents consist of the contract notice, the invitation letter, the draft contract(s) and tender specifications with their respective annexes. All documents are available in the enclosed ZIP File.
This tender for equipment leasing aims to provide JRC DSSM projects access to state-of-the-art, commercial-off-the-shelf (COTS) equipment; ensuring, as far as possible, that policy support work can always be based on current and representative technologies.
Equipment leasing or rental mitigate disadvantages of permanent asset procurement:
- Technology-based products become obsolete quickly, so procurement of new equipment as permanent assets is financially unsound for limited duration projects (12 – 18 months) studying specific issues.
- Leading-edge technologies are expensive and thus inaccessible for small projects.
- Accumulated assets condition the type of work that a service can engage in, to the detriment of flexibility, competence development, and quality of output.
- Maintenance (e.g. periodic calibrations) of permanent assets requires resources.
- Reliance on permanent assets provides no solutions for business continuity / project management risks like: downtime due to equipment malfunction or breakdown; or peaks of activity.
The subject of this tender is a Framework Service Contract for the rent, lease, and hire-purchase of new and used radio frequency and microwave test equipment.
The scope of this call includes equipment for: signal acquisition and analysis; signal generation and transmission; and testing of radio communications systems and protocols. Examples of signal acquisition and analysis equipment are the following:
- Measurement receivers
- Network analysers
- Noise figure analysers
- Oscilloscopes
- Power meters
- Spectrum analysers
Examples of signal generation and transmission equipment are the following:
- Analogue signal generators
- Signal amplifiers
- Vector signal generators
Examples of radio communications test equipment are the following:
- Arbitrary waveform generators
- Bit error rate testers
- Logic analysers
- Protocol analysers
- Pulse and pattern generators
- Radio communication test sets
