Lease, Rent, and Hire Purchase of Instrumentation for Telecommunications Research, Development, and Demonstration Projects

Item Description:

The European Commission is an institution of the European Union, responsible for proposing legislation, implementing decisions, upholding the EU treaties and managing the day-to-day business of the EU.

The European Commission, Joint Research Centre (referred to below as the contracting authority) is planning to award the contracts resulting from the above procurement procedure for the establishment of a multi-annual framework contract for the leasing, rental or hire purchase, with or without option to buy, of new and used radio frequency, microwave, and quantum technology equipment. This contract is required for the mitigation of project-management risks such as: 1) The need for specialised equipment only for short- or fixed-duration projects; 2) Asset downtime from failure, repair, or calibration; 3) Increased needs for test and measurement capacity.

The procurement documents consist of the contract notice, this invitation letter, the draft contracts and tender specifications with their respective annexes.

The procedure is divided in 2 lots:

LOT 1: Radio Frequency and Microwave Equipment

Lease, rent, and hire purchase of commercial-off-the-shelf radio frequency and microwave test equipment, including calibration services.

LOT 2: Quantum Key Distribution Equipment

Lease, rent, and hire purchase of commercial-off-the-shelf and prototype quantum key distribution equipment, including training, support, and maintenance services.
