Item Description:
This Invitation for Tenders follows the General Procurement Notice for this project which was published on the European Bank for Reconstruction and Development (the Bank) website, Procurement Notices (www.ebrd.com) on 15 August, 2019.
The Municipal Development Fund hereinafter referred to as “the Purchaser”, intends to use part of the proceeds of a loan from the Bank towards the cost of Bakuriani Municipal Services Project.
The Purchaser now invites sealed tenders from Suppliers for the following contract to be funded from part of the proceeds of the loan:
Procurement of Low-floor Passenger Buses for Bakuriani

- Supply of 10 Low-floor Passenger Buses for Bakuriani as specified in the Supply Requirements.
Tendering for contracts to be financed with the proceeds of a loan from the Bank is open to firms from any country.
To be qualified for the award of a contract, tenderers must satisfy the following minimum criteria:
- The Tenderer, or any partner in a JVCA, shall not have a consistent history of litigation and/or arbitration resulting in awards against the Tenderer, or any partner in a JVCA, within the last 5 (five) years.
- All pending litigation shall in total not represent more than ten percent (10%) of the Tenderer’s net worth and shall be treated as resolved against the Tenderer.
- The Tenderer shall submit audited balance sheets, or if not required by the law of the Tenderer’s country, other financial statements acceptable to the Purchaser, for the last 3 (three) years (2016,2017,2018) to demonstrate the current soundness of the Tenderer’s financial position and its prospective long term profitability.
- Minimum average annual turnover of EUR 2 (two) million equivalent, calculated as total certified payments received for contracts in progress or completed, within the last 3 (three) years (2016, 2017, 2018).
- The Tenderer or, in case the tenderer is not the manufacturer himself, the manufacturer of proposed buses shall have successful experience of delivery of at least 30 (thirty) new diesel buses of any low entry or low-floor model with the vehicle length over 7m over the past 3 (three) years.
- Manufacturer of the proposed buses shall have at least 15 (fifteen) years of experience in manufacturing of city urban buses of any model.
- The Tenderer or, in case the tenderer is not the manufacturer himself, the manufacturer of proposed buses shall have a local maintenance facility in Georgia offering proven warranty and post-warranty services or will arrange (prior to delivery of the buses) a legally binding contract with a third-party maintenance provider in Georgia to provide warranty and post-warranty services in the city of bus deliveries.
- The tenderer and the manufacturer of the proposed buses shall have a certificate of quality management system (ISO 9001, or its equivalent). The manufacturer shall have a certificate of environmental management system (to ISO 14001, or its equivalent).

The Tender documentation will be distributed electronically by uploading it via https://www.google.com/drive/ system or sending it by email.
All tenders must be accompanied by a Tender Security of 26,000 Euros or its equivalent in Georgian Lari, and must be delivered to the office at the address below on or before December 2, 2019 at 15:00 (local time), at which time they will be opened in the presence of those tenderers’ representatives who choose to attend.
