Item Description:
The UNPD Global Procurement Support Section, Entebbe (PD/GPSS), on behalf of MONUSCO, hereby invites qualified bidders to submit their Expression of Interest for the Provision of Construction, Operation and Maintenance Services at MONUSCO premises in 13 locations in the Democratic Republic of Congo (DRC) and Uganda.
MONUSCO is seeking proposals from qualified contractors for the provision of services summarized below which are required in each of the sites at the following locations and their respective Areas of Responsibility: Democratic Republic of Congo: (1) Beni, (2) Bukavu, (3) Bunia, (4) Butembo, (5) Goma, (6) Kalemie, (7) Kananga, (8) Kindu, (9) Kinshasa, (10) Tschikapa (11) Uvira, (12) Manono; and in Uganda – (13) Entebbe.
The required services are generally comprised of:
Maintenance and/or Repair Services:
The Contractor must ensure that all structures and facilities are in proper and safe operating conditions at all times through regular inspection and shall repair/replace any damaged/defective components as required by MONUSCO.
The Contractor shall carry out all planned preventive maintenance services on all facilities as well as all scheduled annual maintenance services as required by MONUSCO. The MONUSCO Field Engineering Representative will provide a maintenance program scheduling short and long term maintenance to be performed by the Contractor at specified time intervals.
New Construction Services
New constructions will generally be carried out in existing premises and are not likely to be very large projects. The works may also be required at other locations. When a new installation is required, the MONUSCO Field Engineering representative shall issue a Task Order to the Contractor detailing the works to be carried out. The scope and timeline of the works will be agreed in writing between the Contractor and the MONUSCO Field Engineering Representative.
The Contractor shall have sufficient resources to carry out these additional installation works. The mobilisation of manpower and equipment for these works shall not impact on the existing maintenance and repair works.
Emergency Response or Day Work Services
MONUSCO requires emergency response or day work services on an “as and when required” basis to satisfy its surge requirements. The contractor is required to provide work forces and tools to execute the day work services listed below. The contractor is also required to provide equipment with operators, fuel, maintenance, lubricants, etc. for the following day work services.
- Carpentry
- Masonry
- Painting
- Welding and Steel works
- Prefab Assembling and Installation
- General Support Services
- Plumbing and Sanitary Works
- Electrical and HVAC
- Maintenance and Installation of Generators
- Road and Airfield Repair and Maintenance Services
- Heavy Duty Vehicle and/or Equipment Operating Services
- Office Assistance Services
- Architectural / Civil Engineering Services
- Construction Site Supervision Services
- Construction Equipment Support Services
Contractors should be aware of the difficulty of procuring and moving materials within the DRC and of the general difficulty of undertaking this nature of services, securing skilled/ semi-skilled manpower and providing quality services within the vast, harsh and remote territory of DRC.
The proposed contract period is for an initial period of 1 year with UN’s sole option to extend for 2 one year period (1+1+1).
Companies interested in providing the above services are invited to submit their EOI, along with the following documents:
a) Company’s address, contact person, telephone/fax numbers and e-mail
b) Company’s registration number (if already registered with UN) and UNGM registration number (www.ungm.org)
Companies can only participate in solicitations of the UN Secretariat after completing their registration (free of charge) at the United Nations Global Marketplace (www.ungm.org).
As you express interest in the planned solicitation by submitting the response form, please verify and ensure that your company is registered under its full legal name with the UN Secretariat on the United Nations Global Marketplace (www.ungm.org). In addition, the desired Companies MUST have a minimum of 3 years working experience in similar services and magnitude.
Note that companies that have previously submitted EOI for similar services with UN must re- submit full documentation as detailed above.
Please note, this is not an invitation for submission of proposals. Its purpose is to identify companies that would be interested to participate in the solicitation when issued.
The UNPD/GPSS will examine the outcome of this request for EOI and will consider those companies that have expressed their interest by providing the required information as to their ability to fulfill UNPD/RPO’s requirement.
Global Procurement Support Section, Entebbe reserves the right to change or cancel the requirement at any time during the EOI and/or solicitation process. Thus, submitting a reply to this REOI does not automatically guarantee your company will be considered for receipt of the solicitation when issued. The tender and any subsequent commitment to contract will be issued in accordance with UN rules and regulations.
The Expressions of Interest (EOI) may be submitted by e-mail clearly marked with the inscription “Expression of Interest – “Provision of Construction, Operation and Maintenance Services at MONUSCO premises in 12 locations in the Democratic Republic of Congo (DRC) and one in Uganda” and sent to the following address to be received no later than 1730H (Entebbe local time: GMT +3) 22 November 2019.

EOI’s not addressing the above criteria to the satisfaction of UNPD/GPSS shall not be considered for the solicitation to bid, if and when issued. UNPD/GPSS reserves the right in selecting the invitees for the solicitation and merely expressing an interest would not automatically warrant the receipt of a solicitation document.
