Provision of Consultancy Services for Technical Assistance, Control, monitoring of the planned sanitation facilities works in twelve localities

Item Description:

This Invitation for Tenders follows the General Procurement Notice for this project, which was published, on the EBRD website, Procurement Notices (http://www.ebrd.com) on 16 March 2019.

The National Sanitation Utility “ONAS“, hereinafter referred to as “the Employer”, intends using part of the proceeds of loans from the European Bank for Reconstruction and Development and the African Development Bank (AFDB) towards the cost of The Small cities Sanitation Program for less than 10,000 inhabitants – Phase I (PAPC-I).

The Employer now invites applicants to express their interest for the following contract to be funded from part of the proceeds of the loans: Technical Assistance, Control, monitoring of the planned sanitation facilities works for Realization of the wastewater treatment plant, pumping stations and networks in twelve localities: Khlidia, Jbel El Ouest, Nadhour, Nebeur, Kesra, Sedjnène, Amdoun, Guebollat, Oued M’liz, Béni M’tir, Nasrallah and Menzel M’hiri.

The tendering for the present contract to be financed with the proceeds of loans from the Banks is open to firms from any country.

For locality of Khlidia, the services include the following tasks :

• Control, monitoring and supervision of the planned sanitation facilities works (wastewater treatment plant, pumping stations, networks).

For the other localities, the services include the following tasks :

• Technical Assistance for the evaluation of bids and the establishment of works contracts;
• Control, monitoring and supervision of the planned sanitation facilities works (wastewater treatment plants, pumping stations, networks).

The experts will intervene either continuously or punctually.

The National sanitation Utility (ONAS) invites the Consultants to submit their application to provide the services listed above. Interested Consultants shall provide information on their qualifications and experiences attesting their ability to provide the services (documentation, references of similar services, experiences in comparable assignment, etc.).

To be qualified for the tendering process, candidates must meet with the following criteria:

The consultants must provide with previous references of similar monitoring missions or project management or equivalent to this type of assignment for the implementation of wastewater or drinking water treatment plants and References for the elaboration of executive studies of wastewater or drinking water treatment plants.

The supporting documents are either a notice of reception or a certificate of good completion issued by a contracting authority.

Eligibility criteria excepted the country of origin of the firms, establishment of the short-listing and the selection procedure shall be in accordance with the African Development Bank’s Procurement policy “Rules and Procedures for the use of consultants”, dated of October 2015, available on the Bank’s website at: http://www.afdb.org

Expressions of interest must be submitted by registered post or by express mail or delivered to the address mentioned below no later than 15 september 2022 at 10:00 hours (Tunis local time) and specially mentioning:
