    Item Description:

    The World Health Organization (WHO) was established in 1948 as a specialized agency of the United Nations. The objective of WHO (www.who.int) is the attainment by all peoples of the highest possible level of health. “Health”, as defined in the WHO Constitution, is a state of complete physical, mental and social well being and not merely the absence of disease or infirmity. WHO’s main function is to act as the directing and coordinating authority on international health work.

    The WHO Secretariat consists of some 8,400 staff at the Organization’s headquarters in Geneva, in the six regional offices and in countries. The Secretariat is headed by the Director-General, who is appointed by the WHA on the nomination of the Executive Board. The head of each regional office is a Regional Director. Regional directors are appointed by the Executive Board in agreement with the relevant regional committee.

    Request for Proposal (RFP)

    The purpose of this consultancy is to adapt and design a suite of communication products that are visually appropriate to the cultural context of the Cook Islands using written content provided by WHO.

    Background

    WHO DPS PNH is supporting the adaptation and development of communication materials related to noncommunicable disease prevention and healthy living across the life course. The communication materials will be created for different audiences and for both print and digital uses.

    Planned timelines (subject to confirmation)

    • Start date: 15 November 2022
    • End date: 30 January 2023
    • Total duration: 2.5 months

    Requirements – Work to be performed

    Output 1. Design the food based dietary guidelines (FBDG)

    1. Design a relevant image (to be determined in consultation with WHO DPS PNH) with logo and size for various future applications.
    2. Design additional images for use in the products, up 20.
    3. Design an A5 size booklet (up to 30 pages)
    4. Design a series (12) of handouts/fact sheets A5 size (which will be English on one side and Cook Island Maori on the other) for community education.
    5. From these materials create
      1. 6 A3 size posters and size for
        1. 6 social media tiles
        2. 6 magnets (A7 or 8 size)

    Deliverable 1: Designed products ready for both print and digital use that meets required specifications.

    • A fully formatted 30-page document
    • 12 handouts size A5, two sided
    • 6 posters A3
    • 6 social media tiles
    • 6 magnets designs (A7 or A8)

    Output 2. Design the physical activity guidelines.

    • Adapt from an existing 26-page A4 size document to an A5 document, replace photos with new photos and change title, logos, and acknowledgements (raw files will be provided).
    • Design an A6 size accordion-style pamphlet (with 8-10 pages) two sided (other side Cook Island Maori)
      • From these materials create 6 posters A3 and size for
        • 6 social media tiles
        • 6 magnets designs (A7 or A8)

    Deliverable 2: Designed products ready for print and digital use that meet required specifications.

    • A fully formatted 30-page document
    • 12 handouts size A5, two sided
    • 6 posters A3 and size for
    • 6 social media tiles
    • 6 magnets designs (A7 or A8)

    Output 3. Design breastfeeding materials

    • Baby Friendly logo, sized for various uses
    • Design additional images for use in the products, 20.
    • 10 tri-fold pamphlets
    • Poster for Baby Friendly Hospital
    • Breastfeeding welcome here image, sized for various uses.

    Deliverable 3: Designed products ready for print and digital use that meet required specifications

    • Baby Friendly logo, sized for various uses
    • 10 tri-fold pamphlets
    • 20 images
    • Poster for Baby Friendly Hospital
    • Breastfeeding welcome here image, sized for various uses

    Output 4. All raw files to be provided.

    Deliverable 4: Raw files delivered.

    Requirements – Planning

    Method(s) to carry out the activity

    The supplier will use adobe InDesign to adapt some existing materials and create new materials.

    • Use WHO image library, country, and other sources of photos, ensuring copyright requirements met.
    • Use a mix of photos and designed images.
    • Up to six rounds of revisions to finalize to satisfaction.
    • Provide a mock of three design approaches to select from.
    • Use the same design approach (look and feel) to three sets of products with a design distinction between each set.
    • Use written content provided.

    Place of assignment

    The work will be completed remotely at the supplier’s location with no travel required.

    The successful bidder is expected to demonstrate experience and list relevant projects as follows:

    Mandatory experience:

    • Degree in Graphic Design, Fine Arts,  Communications  or related field
    • Knowledge of basic Microsoft applications (Word, PowerPoint); proficiency in design applications (Photoshop, InDesign)
    • Minimum two years of work experience in graphic design and editing.

    Desirable experience:

    • Design experience with Pacific Island cultures and images, and particularly with Cook Islands cultures and images.
    • Experience with WHO or other UN agencies.
