Item Description:
The Green Climate Fund (the “GCF”) was established in December 2010 with the purpose of making a significant and ambitious contribution to the global efforts towards attaining the goals set by the international community to combat climate change. In the context of sustainable development, the GCF will promote a paradigm shift towards low-emission and climate resilient development pathways by providing support to developing countries to limit or reduce their greenhouse gas emissions and to adapt to the impacts of climate change.
The GCF was designated as an operating entity of the financial mechanism of the United Nations Framework Convention on Climate Change (“UNFCCC”). It is governed and supervised by a Board that has responsibility for funding decisions pursuant to the Governing Instrument for the Green Climate Fund. It is supported by an independent Secretariat, accountable to the Board, having management capabilities to execute day-to-day operations of the GCF, providing administrative, legal and financial expertise. The GCF’s headquarters (the Secretariat) is located in Songdo, Incheon City, Republic of Korea.
As part of its efforts to consolidate its ICT related procurements into long-term agreements, it is anticipated that the Secretariat will shortly be issuing a solicitation for the provision of Managed Network and Workplace Services. In this connection, the Secretariat is requesting expression of interest from qualified firms, with a minimum of 5 years of relevant experience in the delivery of similar services, to respond to this EoI in order to show their interest in receiving the associated Request for Proposal (RFP) documents.
Requirement
The Secretariat wishes to procure the services of a long-term business partner(s) to assist in the delivery of managed network, Cloud-based business systems (COTS and bespoke) administration and workplace computing services. In doing so the GCF plans to bring efficiency and quality benefits including:
- Reduced delivery time
- Improved services to end-users
- Inventory consolidation and optimization
- A lower total cost of ownership
- Further increased agility and predictability when pursuing introduction of new systems and services
The vendor(s) selected for the different components of this tender will need to take over the maintenance and support of frontend ICT equipment and associated system software either until their replacement at their end-of-life-cycle and can also take over the existing network infrastructure and/or provide new solutions to replace the existing one. Lists of that existing ICT equipment will be supplied as part of the tender documents.
Further a list of existing equipment and software standards will be provided. It is expected that these lists will be reviewed with the selected vendor(s) periodically to accommodate technology updates and enhancements in the markets.
It is expected that the vendor will at the start offer its services at the GCF Headquarters in Songdo, which is located in Incheon, South-Korea and potentially to other offices of the GCF worldwide at later stages.
The scope of work will set out the requirements for a systems contract for products and services which includes end-user hardware and peripheral equipment with related support work for the GCF and describes the expectations of service, quality of service and delivery of goods, including the partnership agreement(s) and legal long-term framework contract(s) for the GCF.
The bid will be broken down into the following Lots, namely:
Lot A: Managed Network Services
- ICT network infrastructure, associated management, operations and related support services
- Cloud Services integration and administration
- IP-Telephony and Video-Conferencing infrastructure services
Lot B: Managed Workplace Services
- End-User Equipment and related Services
(e.g. laptops, laptop tablet hybrids, tablets, monitors, docking stations, keyboards, mice …etc.) - Managed Desk Phones and Mobility Services
- Managed Printing and Services
- Workforce Collaboration, Communication and Productivity Tools and Services
Qualified service providers, who have experience in the areas of one or both of the Lots, are invited to submit their Expression of Interest. The GCF reserves the right to submit the tender documents to selected providers based on the assessment of their experience and references.
The average scale of the Lots is based on its estimations of the anticipated requirements for a thirty-six (36) months period. It is envisioned that the anticipated long-term-agreement(s) shall be for an initial thirty-six (36) months. However, the option of further extensions (based on one or two years will be considered, if performance under contract had been compelling and this yields significant advantages for the GCF).
