Provision of Security Services for the European Maritime Safety Agency and the European Monitoring Centre for Drugs and Drug Addiction Lot 1 and Lot 2

The European Maritime Safety Agency (EMSA) is planning to award the public contract referred to above. The procurement documents consist of this Invitation, the Tender Specifications with its appendix(s), and the draft contract.

The objective of this tender is to find a suitable contractor to provide security services for the premises of EMCDDA and EMSA in Lisbon.

The purpose of the current tender is the conclusion of two contracts with the same contractor for the provision of security and associated services for the premises of the European Monitoring Centre for Drugs and Drug Addiction (EMCDDA) and the European Maritime Safety Agency (EMSA) in Lisbon. The tender is divided into two lots and will result in the award of two separate contracts, one per Lot. The contract (Framework Service Contract) for Lot 1 will be signed between the winning contractor and EMSA. The contract (Service Contract) for Lot 2 will be signed between the winning contractor and EMCDDA. Both lots shall be awarded to one and the same contractor; therefore, tenderers are required to provide bids for Lots 1 and 2.

The building complex is composed of the EMSA HQ Building (Building A), the Conference Centre (Building B), the EMCDDA HQ Building including the underground parking (Building C) and the Palacete (Building D). Buildings A and B are linked together by covered and secured corridors and consist of a total surface area of approx. 10.642m2. Buildings A, C and D are connected through the underground parking area of 6.500m2. Building C and D consist of a total surface area of approx. 5.730m2.

The building complex is equipped with an access control system based on magnetic cards, optical and sound alarms, intrusion alarms, internal and external cameras and closed circuit television with recording devices.

EMSA uses the access control system – GE technology (UTC Fire & Security), whereas the closed circuit television is based on a BOSCH system. The security concept is based on one central control room for EMCDDA and EMSA as well as control points at the building entrances and to the underground parking.

The daily core office hours of the contracting authorities are from Monday to Friday between 08.30 and 17.30. In addition, they are open for staff outside office hours and on non-working days.
