Reconstruction of heat transmission networks, 2225 m

Item Description:

This Invitation for Tenders follows the General Procurement Notice 9347-GPN-48621 for this project which was published at 22 February 2019 on the web-site of the European Bank for Reconstruction and Development – http://www.ebrd.com.

Joint-Stock Company «Ust-Kamenogorskiye Teplovye Seti», hereinafter referred to as the Employer, intends using part of the proceeds of a loan from the European Bank for Reconstruction and Development (the Bank) towards the cost of Ust-Kamenogorsk District Heating Project.

The Employer now invites sealed tenders from contractors for the contract UKDHP-1 Reconstruction of heat transmission networks, 2225 m to be funded from part of the proceeds of the loan.

The Project is implemented on the territory of Ust-Kamenogorsk City of the Republic of Kazakhstan.

This contract includes the modernization of heat transmission networks in accordance with the Requirements of the Employer.

The estimated completion time under the contract is 760 days.

Tendering for contracts to be financed with the proceeds of a loan from the Bank is open to firms from any country. The proceeds of the Bank’s loan will not be used for the purpose of any payment to persons or entities, of for any import of goods, if such payment or import is prohibited by a decision of the United Nations Security Council taken under Chapter VII of the Charter of the United Nations.

To be qualified for the award of a contract, tenderers must satisfy the following requirements:

(a)     The Tenderer shall demonstrate that it has successful experience as prime contractor in the execution of at least 3 (three) successfully completed contracts of a nature and complexity comparable to the proposed contract with at least one of them having a value of not less than KZT 1,000,000,000 (one billion) equivalent, within the last 5 (five) years.

(b)     The Tenderer shall have an average annual turnover as prime contractor (defined as billing for works in progress and completed) over the last 3 (three) 2016 – 2018 years of not less than in equivalent KZT 1,500,000,000 (one billion five hundred million).

(c)     The Tenderer shall demonstrate that it has access to, or has available, liquid assets, unencumbered real assets, lines of credit, and other financial means sufficient to meet the construction cash flow for the contract for a period of 3 (three) months, estimated in equivalent as not less than KZT 160,000,000 (one hundred sixty million), taking into account the applicant’s commitments for other contracts.

(d)     The Tenderer shall submit balance sheets audited or supported by the documents issued by tax authorities of the Tenderer’s country of origin for the last 3 (three) 2016 – 2018 years and demonstrate the soundness of the Tenderer’s financial position, showing long-term profitability.

(e)     The Tenderer shall be certified for quality standard ISO 9001 (or equivalent) or shall submit his own quality assurance plan to demonstrate quality assurance activities to be carried out during execution of works under the Contract.

(f)      The Tenderer shall be certified for health protection and professional safety standard OHSAS 18001 or equivalent or shall submit his own health and safety assurance plan to demonstrate respective activities to be carried out during execution of works under the Contract.

(g)     The Tenderer shall be certified for the environmental standard ISO 14001 or equivalent or shall submit his own environmental action plan to demonstrate respective activities to be carried out during execution of works under the Contract.

(h)     The Tenderer or at least one of the consortium partners or their subcontractors (if necessary) shall have or shall have received before Commencement Date all the necessary certificates, permits and permits provided for by the current legislation of the Republic of Kazakhstan.

(i)      The Tenderer must be registered or, if awarded a contract, must be registered with the tax authorities of the Republic of Kazakhstan.

All tenders must be accompanied by a tender security not less than KZT 26,000,000 (twenty six million) or equivalent in convertible currency.

Tenders must be delivered to the office at the address below on or before or before 14-00 (local time) 25 June 2019, at which time they will be opened in the presence of those tenderers’ representatives who choose to attend.
