Software Maintenance and Further Development of STAR ABM

Item Description:

The European Maritime Safety Agency (EMSA) is planning to award the public contract referred to above. The procurement documents consist of this Invitation, the Tender Specifications with its appendix(es), and the draft contract.

The purpose of the contract is the provision of Software Maintenance and further development of the automated ship behaviour monitoring and anomaly Detection application (STAR ABM).

The objective of this procurement procedure is to establish a Framework Service Contract (FWC) for ICT services related to the prevention and correction of malfunctions (“preventive and corrective maintenance”) and further development (“evolutive maintenance”), including the potential replacement of its processing engine (MPAE). The Framework Service Contract shall be concluded for a maximum duration of four years. The FWC comprises three modules:

• Module 1 – STAR ABM Preventive and Corrective Maintenance and operational support (Helpdesk); fixedprice module
• Module 2 – STAR ABM 4.0 proof-of-concept; fixed-price module
• Module 3 – STAR ABM Enhancements; quoted time-and-means module

All modules will be implemented through specific contracts.
