Item Description:
The Asian Development Bank (ADB), a multilateral development finance institution headquartered in Manila, Philippines, wishes to receive bids for the Subscription for Leading Digital Content Project. ADB is in search of an internationally recognized institution with a track record of delivering successful executive technology leadership education to provide Digital Leadership content and executive mentoring as required for the ADB Digital Fitness Program. This Program aims to provide ADB’s leaders with the ability to drive ADB’s digital business transformation.
The Contractor shall provide ADB with the most reliable and efficient Services with the deployment of skilled personnel, appropriate tools, equipment, transportation, materials and supervision in accordance with the policies, standards and procedures established by ADB.
The Instructions to Bidders included in this invitation is available or may be downloaded until 23 September 2021.
This invitation is open all firms with extensive experience in the provision of digital content subscription, and executive mentoring, with the following qualifications:
(i) Have the nationality on eligible country in accordance with the List of ADB Eligible Member Countries. A Bidder shall be deemed to have the nationality of a Member Country if it is constituted, or incorporated, and operates in conformity with the provisions of the laws of that country;
(ii) Have an independent legal existence as a valid registered company for at least five (5) years;
(iii) Have a sound financial and credit position for the past two years. As a minimum, the Bidders net worth/total equity, calculated as the difference between total assets and total liabilities, should be positive;
(iv) Have not been sanctioned nor be ineligible to enter into transactions with ADB or any other multilateral development bank or institution; and
(v) Past performance of services at ADB (if applicable) will be taken into consideration as part of the bid evaluation.
A Pre-bid Meeting shall be conducted through video conferencing on 14 September 2021, Tuesday, 2:30pm (Manila Time) using Microsoft Teams. Bidders are instructed to provide a maximum of two (2) representatives for this event. Please send in the list of names with their respective positions and e-mails on or before 10 September 2021 through e-mail to mrecto@adb.org:

Bids should be submitted in the ADB e-procurement system in accordance with paragraph 17 of the Instruction to Bidders and should reach ADB electronically not later than 3:00 p.m. (Manila time) on 23 September 2021, attention to: Procurement and Contracts Administration. Late bids will be rejected by ADB.
The selected Contractor shall be required to register with ADB’s Supplier Registry before recommendation to award the contract may be made.
ADB reserves the right to accept or reject any bid, and to annul the bidding process and reject all bids at any time prior to award of Contract, without thereby incurring any liability to the affected Bidder or Bidders or any obligation to inform the affected Bidder or Bidders of the grounds for ADB’s action.
This Invitation does not entail any commitment on the part of ADB, either financial or otherwise. All costs associated with the preparation and submission of the Bid shall be borne solely by the Bidder.
