Technical Consultant for Support to Modernising the Ministry of Internal Affairs of Romania

Item Description:

The Organisation for Economic Co-operation and Development (OECD) is launching this Market Consultation with the objective the objective of engaging an intellectual services provider to deliver a proof of concept (PoC) for an AI‑enabled tool that can support crisis management, decision‑making, and cross‑sectoral coordination within the Ministry of Internal Affairs of Romania (MAI).

This market consultation is carried out in the context of support from the OECD to the Romanian Ministry of Internal Affairs (MAI) in its modernisation efforts by enhancing its ability to anticipate, prepare for, and respond to complex and emerging challenges. This support is funded by the European Union via the Technical Support Instrument, managed by the European Commission Reform and Investment Task Force (SG REFORM).

The project is implemented by the Risk Governance Unit, within the Infrastructure and Public Procurement Division (IPP) of the OECD’s Public Governance Directorate, with the Romanian Ministry of Internal Affairs (MAI) as the main beneficiary.

Individuals and companies can participate in this Market Consultation. The awarded candidate will be considered as intellectual services providers and will not be considered an official of the OECD staff. This means that the Organisation will not grant any allowances (relocation, medical insurance, travel cost recoveries, per diem, etc.) to the selected provider.

The deadline for submission of offers is Friday, September 4th 2026, 04:00 pm (Paris time).

The OECD will use its procurement platform “Prospeum” (https://dashboard.prospeum.com/#/login/onboarding/oecd) to conduct this procurement exercise. Interested candidates should register with the e-Sourcing portal in order to access the associated documents and further information.
