Item Description:
The African Development Bank Group (AfDB) or Banque Africaine de Développement (BAD) is a multilateral development finance institution. The AfDB was founded in 1964 and comprises three entities: The African Development Bank, the African Development Fund and the Nigeria Trust Fund. The AfDB’s mission is to fight poverty and improve living conditions on the continent through promoting the investment of public and private capital in projects and programs that are likely to contribute to the economic and social development of the region. The AfDB is a financial provider to African governments and private companies investing in the regional member countries (RMC).
The Government of the Republic of Rwanda has received a grant from the African Water Facility which is hosted and administered by the African Development Bank to finance the “Rwanda National Integrated Water Supply and Sanitation Master Plans Project”. The Government intends to apply part of the grant proceeds to payments under the contract for the Consultancy Services for the Development of National Integrated Water Supply and Sanitation Master Plans.
The project goal is to provide the Government of Rwanda with a planning tool (Master Plans) that will allow the identification and implementation of effective water supply and sanitation projects. The main project objective is to develop integrated water supply and sanitation masterplans over a 25-year horizon, including 10 year Water Supply and Sanitation investment plans. The consultancy services will mainly involve:
(a) A Comprehensive Review of a of the current water supply and sanitation sector diagnosis as well as the socio-economic and technical household survey reports;
(b) Scenarios development and comparison;
(c) Masterplan Preparation;
(d) Undertaking Feasibility Studies and Detailed Design Preparation for selected prioritised projects, and;
(e) Undertaking Capacity building for the Water and Sanitation Stakeholders in relevant areas.
The assignment will be implemented over an 11 months period.
WASAC now invites eligible Consulting Firms (“Consultants”) to indicate their interest in providing these services. Interested consultants must provide information indicating that they are qualified to perform the services (brochures, description of similar assignments, and have experience in similar conditions, availability of appropriate skills among staff, etc.). Consultants may constitute joint- ventures to enhance their chances of qualification.
Eligibility criteria, establishment of the short-list and the selection procedure shall be in accordance with the African Development Bank’s “Procurement Policy for Bank Group funded Operations, dated October 2015”, which is available on the Bank’s website at http://www.afdb.org.
Expressions of interest must be submitted by e-mail to the address below or delivered in two (2) hard copies (one original and one copy plus soft copy on USB Stick/CD Rom) to the address below by 29th November 2019 at 3:00 PM (GMT) and mention “Expression of Interest for “Developing Rwanda Integrated National Water Supply and Sanitation Masterplans”.
