ASSIGNMENT TITLE: CONSULTANCY SERVICES FOR DETAILED DESIGN AND CONSTRUCTION SUPERVISION OF YEAR 2-5 SUB PROJECT WORKS IN LUSAKA

The Lusaka Water and Sewerage Company Limited (LWSC) has received financing from the World Bank towards the cost of the Lusaka Sanitation Program, and intends to apply part of the proceeds for consulting services.

The services included under this program are Consultancy Services f or Detailed Design and Construction Supervision of Sewerage works in Lusaka, Zambia. The objective of the required consultancy servi ces is to preparedetailed engineering designs, prepare tender documentation, assist LWSC in tender administration process, and construction supervision of the year 2-5 sub-project works under the Lusaka Sanitation Program.

The expected duration of the assignment is approximately 45 months (inclusive of a 12 months defects liability period) and will be undertaken in two phases: Phase 1-detailed engineering design and tender documentation and Phase 2–construction supervision.
The Lusaka Water and Sewerage Company Limited now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services.

The short listing criteria are:

experience carrying out similar assignments, core business of the firm being in proposed area of the assignment, experience in similar conditions or sub Saharan Africa region, and experience and qualification of the firm’s directors and / or firms principals and not key staff who may be presumed relevant to carry outthe assignment as these are not required at this stage. Specific key staff requirements will be considered in the next stage andnot during EOI preparation, EOI evaluation and short listing.

The attention of interested Consultants is drawn to paragraph 1.9 of the World Bank Guidelines: Selection and Employment of Consultants by World Bank Borrowers (January 2011 revised July 1, 2014), setting forth the World Bank’s policy on conflict of interest.

Consultants may associate with other firms in the form of a joint venture or a sub consultancy to enhance their qualifications.

A consultant will beselected and employed inaccordance with the Quality and Cost Based Selection Method (QCBS) as set out in the World Bank Guidelines: Selection and Employment of Consultants by World Bank Borrowers (January 2011 revised July 1, 2014).
