Construction of the first part of distribution network of the Saiss Water Conservation Project

Item Description:

This Invitation for Tenders follows the General Procurement Notice for this project, which was published on the EBRD website Procurement Notices (www.ebrd.com) on 11/09/2020.

The Saiss Water Conservation Project Implementation Unit, here in after referred to as “the Employer”, intends using part of the proceeds of a loan from the European Bank for Reconstruction and Development (the Bank) towards the cost of construction of the first part of distribution network of the Saiss Water Conservation Project.

The Employer now invites sealed tenders from Contractors for the following contracts to be funded from part of the proceeds of the EBRD loan: Construction of the first part of distribution network of the Saiss Water Conservation Project, divided into 3 lots, including:

• Lot 1: Construction of the main pipeline including civil facilities between PK 0 et PK 23
• Lot 2: Construction of the main pipeline including civil facilities between PK 23 et PK 51.6
• Lot 3: Construction of the secondary distribution pipeline CS6, between PK0 et PK7.7 including the surge tank and civil facilities.

Tenders are invited for one or more lots.  Each lot must be priced separately and will be evaluated separately.

To be qualified for the award of a contract, tenderers must substantially satisfy the minimum criteria:

Lot 1 and Lot 2:

• The tenderer must have an average annual turnover of at least seven hundred million Moroccan Dirhams (700,000,000.00 MAD), which is the total of effected payments received for on-going and / or completed contracts during the last five (05) years (2015-2016-2017-2018-2019).
• Experience in contracts for the development of large diameter supply pipes DN> 2000 mm with a linear length of at least 15 KM as a contractor, subcontractor or assembler including at least three (03) contracts in during the last five (05) years preceding the deadline for receipt of tenders with a minimum value of Five hundred million dirhams (500,000,000.00 MAD including tax).

Lot 3:

• The tenderer must have an average annual turnover of at two hundred Million Moroccan Dirhams (200,000,000.00 MAD), which is the total of effected payments received for on-going and / or completed contracts during the last five (05) years (2015-1016-2017-2018-2019).
• Experience in contracts for the development of large-diameter supply pipes DN> = 2000 mm with a length of at least 10 KM as a contractor, subcontractor or assembler including at least three (03) contracts during the last five (05) years preceding the deadline for receipt of tenders with a minimum value of one hundred million dirhams (100,000,000.00 MAD including tax),

Tendering for contracts to be financed with the proceeds of EBRD loan is open to firms from any country. The proceeds of the Bank’s loan will not be used for the purpose of any payment to persons or entities, of for any import of goods, if such payment or import is prohibited by a decision of the United Nations Security Council taken under Chapter VII of the Charter of the United Nations.

All tenders must be accompanied by a tender security of

Lot 1: Twenty Millions Moroccan Dirhams (20,000,000.00 MAD or its equivalent in a convertible currency).

Lot 2: Nineteen Millions Moroccan Dirhams (19,000,000.00 MAD or its equivalent in a convertible currency).

Lot 3: Six Millions Moroccan Dirhams (6,000,000.00 MAD or its equivalent in a convertible currency).

Tenders must be delivered to the office at the address below on or before Thursday 22/10/2020 at 10h00 (local time), at which time they will be opened in the presence of tenderers representatives who choose to attend.

A preparatory meeting will be held at the Saiss Water Conservation Project Implementation Unit, located at Avenue des FAR, Fès on Wednesday 30 September 2020 at 10h00 (local time). In case security measures related to the Covid-19 sanitary situation do not allow organizing a physical meeting, a videoconference will be held.

A visit to the site of the project will be held on Wednesday 30 September 2020 at 13h00 (local time). In case security measures related to the Covid-19 sanitary situation do not allow organizing the site visit, a videoconference will be organized where a description of the site and works will be presented via photos, satellite imagery and schemes.
