    Item Description:

    The European Bank for Reconstruction and Development (EBRD) was founded in 1991 to create a new post-Cold War era in central and eastern Europe, furthering progress towards ‘market-oriented economies and the promotion of private and entrepreneurial initiative’. The EBRD is owned by 67 countries from five continents, as well as the European Union and the European Investment Bank.

    The Municipality of Bijelo Polje, with the support of the Ministry of Sustainable Development and Tourism, has approached the European Bank for Reconstruction and Development (the “Bank” or the “EBRD”) with a request to assess the possibility of financing building of the landfill and modernization of the solid waste management (“SWM”) system.

    The project involves the on the one hand the construction and operation of a regional, EU-compliant regional sanitary landfill (“RSL”) at Chelinska Kosa, 20km south-eastern of Bijelo Polje, and the closing of an old dumpsite including a recycling yard, a facility for processing construction and demolition waste (“C&D waste”), and a facility for storing and dismantling e-waste (Waste electrical and electronic equipment (“WEEE”)) and on the other hand a waste transfer station and that will serve eleven municipalities (Bijelo Polje, Berane, Pljevlja, Rozaje, Plav, Andrijevica, Petnjica, Gusinje, Mojkovac, Kolasin and Zabljak) in the Northern Region of Montenegro (the “Project”). In addition, the municipality seeks solutions for both medical and animal waste and sewage sludge that is generated in the region. Another part of the project in terms of investment is related to the purchase of waste collection equipment (bins and vehicles) and equipment at the landfill (e.g. compactor, bulldozers etc.). The recycling facility, the C&D waste processing facility and the e-waste dismantling facility should be located at the site of the RSL – the site was already selected. The location has already been selected in the original Feasibility study done in 2008 and confirmed by the Municipality, Ministry of Sustainable Development and Tourism.

    Assignment Description:

    The EBRD wishes to commission a suitably qualified consultant (the “Consultant”) to prepare (Phase 1) information required as a pre-feasibility study in order to determine whether to proceed with the Project and, depending on the results of Phase 1, Phase 2, a comprehensive feasibility study (“FS”) to determine a priority investment programme (the “PIP”) and evaluate its benefits, including assessing its environmental and social feasibility; and to prepare a detailed financial model for the Project as part of technical and financial due diligence.

    The Assignment will be split into two phases. Phase 1 will comprise tasks 3.1-3.1.8 as set out in the TOR with Phase 2 comprising tasks 3.2 -3.7. The Consultant will only begin work on Phase 2 of the Assignment with the prior written authorization of the Bank.

    The Consultant for this assignment (the “Assignment”) will review the detailed requirements, verify whether a bankable project meeting the objectives below can be prepared, and prepare such a project to achieve these objectives. This Project will be based on an effective least cost investment programme. The investment plan will be justified on the basis of thorough technical, legislative, financial and economic analysis. Furthermore, the Consultant will develop an efficient Project Implementation Plan, including a procurement schedule, and carry out an assessment of the resource efficiency opportunities (including energy efficiency, renewable energy potential and the impact on greenhouse gas (“GHG”) emissions) and environmental and social impacts of the investment programme.

    The main objective of the Project is to improve the service, efficiency and the environmental and social compliance of the municipal SWM system in the Northern municipalities of Montenegro and in parallel to reduce the environmental impacts on human health and environment.

    Consultant Selection Procedure: Single stage open competitive selection. Interested firms or groups of firms are invited to submit a Technical and Financial Proposal.

    Assignment Start Date and Duration: The Assignment is expected to start in Q1 2019 and has an estimated overall duration of 16 weeks.

    Cost Estimate for the Assignment: EUR 150,000.00 (exclusive of VAT).

    Funding Source: It is anticipated that the contract will be financed by the EBRD Shareholder Special Fund (SSF). Selection and contracting are subject to the availability of funding.

    Eligibility: There are no eligibility restrictions based on the consultant’s country of origin.

    Consultant Profile: Corporate services are required. The Consultant will be a firm or a group of firms preferably with previous project experience related to solid waste management feasibility studies and designs preparation.

    The Consultant should ensure that the appropriately qualified experts are available. It is expected, that the assignment will be led by an appropriately qualified team leader/solid waste engineer, accompanied by both key and supporting experts.

    The Consultant’s expert team is expected to include the following key experts (the ‘Key Experts’):

    • Project Manager/Team Leader preferably with a university degree or equivalent qualification with preferably 15 years of previous professional experience in the field of solid waste management, with comprehensive experience of similar assignments in Eastern Europe or the CIS, as well as in institutional and commercial management of solid waste companies. He/she should demonstrate management and administration professional experience, including experience with procedures of international financing agencies (preferably EBRD) procedures. The large number of different tasks and the complexity of administrational procedures require a permanent presence of the Project Manager in the country during the project period of intensive work on preparation of the FS.
    • Financial specialists preferably with knowledge of the public financing and modelling. He/she should demonstrate knowledge in funding, billing, cost-revenue analysis, tariff setting and affordability analysis of MSW management systems.
    • Technical specialists and solid waste engineers. The specialists/engineers should demonstrate sound knowledge and expertise in waste management planning and in waste collection, waste processing and treatment and in waste disposal infrastructure.
    • Environmental and Social expert preferably with previous professional experience in E&S due diligence, health & safety, stakeholder engagement, public consultation and disclosure in the local context, gender and inclusion expertise, and/or resettlement expertise, in solid waste management sector with professional experience of similar assignments and with recent track record in the region.
    • Resource efficiency expert with previous professionalexperience in waste management, especially in understanding recycling processes and markets for recyclables.
    • Institutional expert preferably with experience of similar assignments.
    • Local experts preferably with demonstrable communication skills and evidenced technical knowledge of solid waste sector planning, design, implementation and operations.

    1. The Technical Proposal shall be submitted in English electronically via eSelection not later than the Closing Date, as one single PDF file. The technical proposalshould not exceed 15 pages excluding the Declaration Form and CVs (Form 1- TP 1 and Form 1 – TP 6).
    2. The Financial Proposal (Form 2 – FP 1 and FP2) shall be submitted in English separately by email only to the Bank Contact Person. Consultants are reminded of the requirement to ensure the confidentiality of the Financial Proposals.

    A Technical Proposal that contains elements of a financial proposal shall be declared non-responsive.

    A Financial proposal submitted together with the technical proposals via e Selection shall be declared non-responsive.

    Selection Method and Evaluation Criteria:

    1. Technical Proposal Evaluation Criteria

    (a) Firm’s previous project experience in similar assignments (25%)

    (b) Quality of the methodology proposed for the Assignment (25%)

    (c) CVs of the Key Experts (50 %).

    The minimum technical score (St) required to pass is 70.

    1. Opening of Financial Proposals

    After the technical evaluation is completed, only the submissions which score 70 or above of the total marks available for the technical criteria will be eligible to have their financial proposals opened.

    1. Combined Technical and Financial Evaluation

    The lowest evaluated Financial Proposal (Fm) is given the maximum financial score (Sf) of 100. The formula for determining the financial scores (Sf) of all other Proposals is calculated as follows:

    Sf = 100 x Fm/ F, in which “Sf” is the financial score, “Fm” is the lowest evaluated Financial Proposal, and “F” the price of the Proposal under consideration.

    Proposals are then ranked according to their combined technical (St) and financial (Sf) scores using the weights (T = 80; F = 20) T + F = 100 as follows: S = St x T% + Sf x F%.

    Important Notes:

    1. The proposal validity period is 120 days from the deadline date for the receipt of submissions. During this period, the Consultant shall maintain its original Proposal without any change, including the availability of the Experts, the proposed rates and the total price.
    2. The selection will be made from the Proposals received in response to this notification only, on the basis of the submission requirements and selection criteria set out in this Procurement Notice. The highest-ranked Consultant will be selected and invited to negotiate the contract, subject to availability of funding.

    Any updates of and clarifications on this procurement notice shall be announced as updates on this notice, without any other notification. In the event of changes consultants will need to download the updated versions. Consultants are required to periodically check the notice for updates. Failure to take the updates into account while preparing the Proposal may result in disqualification or penalties to the scores in the evaluation.
