    Item Description:

    Request for Expressions of Interest

    The Republic of Turkey, Istanbul Governorship, Istanbul Project Coordination Unit has applied for financing from the Asian Infrastructure Investment Bank (AIIB) toward the cost of the Istanbul Seismic Risk Mitigation and Emergency Preparedness (ISMEP) Project and intends to apply part of the proceeds for consulting services.

    The consulting services (“the Services”) consists of design, construction supervision and defects liability services for Public Buildings such as; schools, hospitals, polyclinics, dormitories and etc. These public buildings are located in Istanbul. The number of Public Buildings will vary due to the evacuation plan of the Provincial Directorates of Related Authorities. However, the final number of public buildings will have been decided in the Request for Proposal (RfP) documents to be sent to the short-listed consultants.

    Consultants shall:

    • Supervise the retrofitting construction works of school buildings with a total closed area of approx. 450.000 m2 (including defects liability period). These school buildings are located in various districts of İstanbul.
    • Retrofitting supervision services (Phase I) of school buildings are expected to be started in June 2020. (Duration for construction/retrofitting supervision will be approx. 9 months and the defect liability period will be 12 months.)
    • Retrofitting supervision services (Phase II) of school buildings are expected to be started in June 2021. (Duration for construction/retrofitting supervision will be approx. 9 months and the defect liability period will be 12 months.) Services for Phase II will be started after completion of Phase I.

    The Republic of Turkey, Istanbul Governorship, Istanbul Project Coordination Unit now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The shortlisting criteria are:

    • The Consultant must have the experience of major similar assignment completed in past ten years for construction supervision of retrofitting works and related repair and renovation works (architectural, mechanical, electrical, fire system, etc.) in Public Buildings with preference for experience on schools or hospital buildings.
    • Financial status with consultancy turnover in past five years.
    • Availability of appropriate skills among key personnel, team composition, etc.
    • Consultants should provide the below listed information;
      • Company information: name, status, address, telephone number, facsimile number, year of establishment, contact person for the project, turnover for the previous 5 (five) years (2015-2016-2017-2018-2019), number of permanent staff and part- timers, fields of expertise;
      • Details of experience in similar assignments undertaken, including value of consulting services and value of works, location, number of staff involved in the contract, name of the Client, name of partners for contract execution and share of services, source of financing, type of services provided, contract commencement and completion dates, brief description of the contract;
      • Letters of recommendation from previous Employers;
      • Form of association (sub-contractor/joint venture) for the execution of the contract(s), if the case may be, and identification of the leading company. Same information shall be submitted for the leading company and the associate companies.
      • A list of ongoing assignments including the start and end dates and the personnel involved.

    The attention of interested Consultants is drawn to Section II, paragraph 4.4, and paragraph 4.9 of the AIIB’s “Procurement Instructions for Recipients” June 2, 2016, setting forth the AIIB’s policy on conflict of interest and eligibility.

    Eligible consulting firms are invited to indicate their interest in providing the services. Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the services. Consultants may associate with other firms to enhance their qualifications, but should indicate clearly whether the association is in the form of a joint venture and/or a sub-consultancy. In the case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected.

    A Consultant will be selected in accordance with the QCBS (Quality Cost Based Selection) method set out in the AIIB’s “Procurement Instructions for Recipients” June 2, 2016.

    Expressions of interest must be delivered in a written form to the address below by surface mail, courier or hand delivery by 5th of March, 2020 | 16:00 (local time, İstanbul). Applications by e-mail shall not be accepted. IPCU reserves the right to reject the applications received after the above-referenced date.
